Renovating a house or condo for room-by-room letting? Here is how to plan the works without breaking the rules.

A room-rental conversion works best when it uses the rooms the unit already has, adds a bathroom only where drainage allows, and never blocks the way out. New partitions, extra bathrooms and changes to the fire strategy need management consent in a strata building and may need council approval; illegal partitioning can be ordered removed at your cost. Start with the rules, not the floor plan

The legal side of room letting is covered in ClickBina's HMO and co-living guide. For the renovation, three points from it shape everything:

  • Strata buildings: most management corporations prohibit partitioning a unit or building non-structural walls without written consent, and submitting a renovation plan to management first is standard.
  • New rooms: a room created by partitioning may not have the natural light and ventilation a habitable room needs, and the by-laws set a minimum floor area for a habitable room of generally 9 m² (97 sq ft).
  • Enforcement: illegal partitioning can be ordered reinstated at the owner's cost, which the guide puts at typically RM5,000 – RM20,000.

Use the existing rooms first

The lowest-risk conversion changes the fewest walls. Before adding a partition, look at what the unit already offers:

  • Existing bedrooms, each let to one occupant, need no new walls at all.
  • A study or store room with a window may already work as a small bedroom.
  • The living room can stay as a shared space; tenants still need somewhere to sit that is not their bed.
  • The kitchen, yard and laundry stay shared, so plan storage and a place for each tenant's food.

Every bedroom needs a window to the outside, a door on to a corridor or shared space rather than through another bedroom, and room for a bed, a wardrobe and a desk.

When a partition is part of the plan

If consent is in place and a new room meets the light, ventilation and floor-area rules, the partition itself is straightforward. The choices that matter for a rental are sound and fire:

A fire-safe layout

More people sleeping in separate rooms means one person's fire may not wake the others. ClickBina's HMO guide lists what the fire-safety side expects in a multi-occupancy home; for the layout, that means:

  • Keep the escape route clear: partitions must not block or narrow the corridor to the front door.
  • No bedroom reached only through another bedroom.
  • Smoke detectors in every sleeping room and the corridor.
  • A portable fire extinguisher in the common area.
  • No keyed deadlocks that trap someone inside; room locks should open from the inside without a key.

Adding a bathroom

Tenants judge a room rental by the bathroom queue. An extra bathroom is often the best investment, and the hardest to build, because it needs a drainage route. The HMO guide notes that plumbing for an extra bathroom needs management approval and potentially council approval. In practice:

  • Put it where a waste and soil pipe can reach the building's stack with enough fall, usually next to an existing bathroom or the kitchen.
  • Waterproof properly and flood-test before tiling; a leak in a rental lands in the unit below.
  • Plan mechanical ventilation if there is no window.
  • In a condo, expect the management to ask about the drainage connection before anything else.

Sound between rooms

Noise is the most common complaint in shared units. Insulated partitions help, but so do the small things: solid doors with seals rather than hollow doors, soft flooring or underlay in bedrooms, and not placing a bed against the wall shared with the living room or kitchen.

Power, locks and bills

  • A door lock on each room, opening from the inside without a key.
  • Enough sockets in each room for a desk, a fan or aircon, and chargers, so tenants do not use chains of extension leads.
  • Separate metering or smart plugs per room, as the HMO guide suggests, for fair billing of aircon use.
  • Good lighting in the corridor and shared spaces.

A sensible order of work

  1. Check the strata by-laws, the title and, if the unit will be run as a business, the council position.
  2. Draw the plan around the existing rooms, the escape route and where a bathroom can drain.
  3. Submit the renovation plan to management and wait for written consent before any partition goes up.
  4. Do the wet works first: any new bathroom, its drainage, waterproofing and a flood test.
  5. Then electrical: extra sockets, room lighting, and separate metering or smart plugs if you want them.
  6. Build the partitions to the slab with insulation, then ceilings, flooring and painting.
  7. Finish with doors, locks, smoke detectors, the extinguisher and furniture.

Working in this order keeps the messy wet and electrical works out of finished rooms, and it means the management sees the plan before anything is built that it could later order removed. Keep the consent letter and the approved plan with the unit's documents; a future buyer or the management may ask for them.
