Few parts of the Klang Valley mix eras as sharply as Cheras. Taman Midah was launched in the 1970s by Bolton Bhd, now Symphony Life, as its first township on 350 acres; one corner terrace there was bought in 1970, and until the 1990s nothing but landed homes was built on it. Around those early estates sit walk-up flats, later townships such as Bandar Tun Hussein Onn, and the condominiums that have gone up near the MRT Kajang Line stations at Taman Midah and Taman Connaught.

On the Kuala Lumpur side alone, the P.123 Cheras constituency counted 135,823 residents and the neighbouring P.124 Bandar Tun Razak 191,318 in Census 2020 — before counting the Selangor townships across the boundary. A renovation plan that suits a 1970s single-storey terrace in Taman Midah is the wrong plan for a twenty-first-floor condo off Jalan Cheras, so we start every quote by pinning down the property type and the council.

DBKL, MPAJ or MPKj: three sets of renovation rules

DBKL (Kuala Lumpur side). Small works go through the OSC 3 Plus online “Temporary Permit / Small Works Permit” (form B2-PK). It asks for a sketch or building plan, a copy of the title or sale-and-purchase agreement, photos of the building and a location plan. For a strata or landed-strata property you also need written consent from the JMB or MC, and if scaffolding or a lorry crane will stand outside your lot, a separate approval for that. DBKL’s Commissioner of Buildings has also barred adding internal partition walls to create extra rooms in residential strata units in Kuala Lumpur (circular COBKL 2023/01, in force from 1 August 2023) — relevant if you were planning to split a Cheras condo into more bedrooms.

MPAJ (north Cheras). Extensions and renovations of landed homes need an application that starts with a letter from a registered architect or draughtsman and a qualified engineer; a registered draughtsman may only sign for up to 3,000 sq ft and two storeys. Two-storey additions and flat concrete roofs need structural plans and calculations, a neighbour-notification letter is required, and a terrace house’s front ground-floor wall must stay 6,100mm (20 ft) clear of the boundary. MPAJ runs a separate application for interior renovation in multi-storey homes that does not change the structure.

MPKj (south Cheras). MPKj’s extension guideline requires reinforced-concrete drawings for two-storey extensions or single-storey extensions above 500 sq ft, and says new sanitary pipes must run to a gully trap and manhole, not the surface drain. Cheras homes: what each type usually needs

• Older terraces in Taman Midah and Taman Connaught. Taman Midah’s first homes are half a century old, and many terraces here have had a kitchen or rear extension added at some point. Before adding another, it is worth confirming the earlier one was approved, because MPAJ and MPKj both check extensions against approved plans.
• Walk-up and low-rise flats. Leaks through the floor slab into the unit below are the classic Cheras strata problem; fixing them properly means lifting tiles and redoing the membrane, not surface sealant.
• Later townships such as Bandar Tun Hussein Onn: largely terrace housing, where owners are often on a second-generation renovation of kitchens and bathrooms.
• MRT-corridor condominiums. Compact layouts where the JMB’s house rules, renovation deposit and permitted hacking hours drive the programme as much as the design does.

Flash-flood roads worth knowing

Jalan Cheras floods in heavy rain often enough to affect how materials are delivered. After an hour of rain on 4 March 2015, Jalan Cheras flooded near the Taman Billion roundabout. In September 2021 DBKL diverted traffic outside Eko Cheras Mall to dredge silt and remove old pipes to tackle flash flooding there. Taman Connaught was among the KL areas flooded on 30 November 2022, and on 23 November 2023 Jalan Cheras flooded from the Jalan Ikan Ayu lights towards Shamelin, as did the East-West link opposite Taman Connaught.

For a ground-floor unit in a low-lying estate, it is worth choosing water-tolerant finishes for the lowest part of the walls and floor, and raising power points in the kitchen and store areas, rather than repeating the same finishes a flood damaged last time.
