Semenyih is one of the fastest-growing parts of the Kajang council (MPKj) area, with master-planned townships such as Bandar Sunway Semenyih and Bandar Rinching built out beside the older town. For owners of those newer houses, two MPKj details are worth knowing early: the plan deposit rises with the floor area you add, and the council’s drawing checklist fixes several design points — tiled kitchens and bathrooms, a minimum room width, new walls inside your own boundary — before any approval.

The N.24 Semenyih state seat counted 234,427 residents in Census 2020. Its named areas include Bandar Sunway Semenyih, Bandar Rinching and Taman Tasik Semenyih, spread along the Kajang–Semenyih corridor.

Newer townships change the renovation brief. Instead of repairing old houses, owners are usually personalising homes bought from a developer: kitchens, wardrobes, grilles, a covered yard — and, in the first years, chasing defects the developer should still be fixing.

MPKj’s deposit scale and drawing rules

MPKj’s residential extension guideline and form (in use from 3 March 2023) apply to terrace, semi-detached and detached houses. The plan deposit follows a scale set by the full council in 2000 and is based on the floor area being added: RM300 under 200 sq ft, RM500 from 200 to 500 sq ft, RM600 from 500 to 1,000 sq ft, RM700 from 1,000 to 1,500 sq ft and RM1,000 above that. Materials and RORO-bin permits are RM100 a month each, paid for at least two months when the approval is collected.

The form’s pre-check list shows what the drawings must contain. Kitchens and bathrooms must have tiled finishes; a habitable room must be at least 2,000mm wide; manholes in an extension need airtight, removable covers; any new wall must sit within the owner’s own boundary; balconies need a floor trap or spout pipe; and natural ventilation of at least 15% of floor area must be shown. The owner also signs a statement on the plans accepting responsibility for damage to adjoining buildings.

The same checklist sets drawing conventions that show how MPKj reads a submission: the site plan at no smaller than 1:200 and every other drawing at no smaller than 1:100; the site coloured red on the location plan; new work in red and anything being demolished in dashed blue; and every door and window listed with its size and material. Proposed materials must be written on the plans. The owner’s undertaking comes in two versions, for work not yet built and for work already built, which is MPKj’s way of bringing earlier unapproved additions onto the record.

Some changes carry their own charges: splitting a room into smaller rooms is RM50 per room, a facade change RM36 per floor, and an addition that breaches the guideline can attract an annual permit charge of RM10 per 9 square metres of the offending area (minimum RM100). MPKj also warns that architects or draughtsmen who fail in their professional duties will be reported to the Board of Architects (LAM) and blacklisted.

New townships, older town

Master-planned townships such as Bandar Sunway Semenyih and Bandar Rinching: the first renovation in a newly delivered house is typically a kitchen fit-out, built-in wardrobes, grilles, and a roof over the back yard — the last of which is an extension in MPKj’s eyes, with the deposit scale above.

If your house is still inside the developer’s defect liability period, report cracks, leaks and hollow tiles to the developer before renovating over them; once a contractor has altered the area, the developer may argue the defect is no longer theirs.

The older town and surrounding villages have more mixed stock, where the work is closer to what we do in Kajang: roofs, wet areas and wiring on houses that have been altered over time.

Building on newly developed land

In any newly built township the earthworks are recent, and building platforms can still settle. A crack that appears in a new porch slab or boundary wall in the first few years is worth recording with dated photos and reporting, rather than filling and painting over.

MPKj asks for new walls to stay inside your own boundary and for gutters where a roof overhangs it. On streets of new link houses where every owner is adding a back-yard roof at once, agreeing the gutter and downpipe arrangement with the neighbours saves disputes later.
