Sungai Besi is a former tin-mining and industrial town, with an older shoplot town centre alongside newer development along Jalan Sungai Besi. Its best-known relic is the Sungei Besi Mine, described by the developer of the site as once the largest and deepest open-cast alluvial tin mine in the world, with a pit as deep as 100 metres in places and dangerously unstable slopes. Country Heights took the site over in 1990, flooded the pit into a lake and built around it; it is now Mines Wellness City.

Salak South is a Mandarin-speaking new village established in 1952 during the Emergency. A Universiti Tunku Abdul Rahman community report records about ten thousand villagers, residents who were offered 30-year leases, and many who still had difficulty obtaining land titles for their homes; it also notes that small factories making shoes, furniture and steel products sprang up there in the 1970s, before most were moved to Serdang in the 1980s. The Bandar Malaysia redevelopment area lies next door.

Permits for older buildings and hill land

Check the CF or CCC first. DBKL’s minor-works permit guideline applies only to existing buildings that hold a certificate of fitness (CF) or a certificate of completion and compliance (CCC), and only to work that does not change the structure, space, external appearance or use. For an older village house or shoplot that was extended piecemeal, it is worth confirming what was approved before assuming a renovation can go through that simple route; work beyond it needs building plans submitted by a qualified person. DBKL also publishes a separate checklist for demolition permits.

Hill and slope land. DBKL’s planning guideline on development in hillside areas (in force 1 January 2015) names part of Bukit Sungai Besi among the hill areas where development is allowed only for infrastructure, utilities, recreation, maintenance needs and strategic national interest. It also classes natural slopes of 25–35° as Class III and 35° or more as Class IV, and requires development plans on such slopes to be checked by an independent checker appointed by DBKL. Cutting into land must stay within your own lot unless the neighbour agrees in writing.

• Salak South new-village houses. Built from the 1950s onwards and often extended over the decades. Where the land title or approvals are unresolved, repairs that stay within the existing structure are the safer scope, and bigger works should wait for the paperwork.
• Town-centre shoplots. Older two- and three-storey rows where the usual jobs are roof repairs, rewiring and refitting a ground-floor shop.
• Newer development along Jalan Sungai Besi. Condominiums and apartments where interior work goes through the management body.

Houses standing on or near former mining land are worth watching for cracks and settlement. That is an inference from the area’s history rather than a rule, but it is a good reason to have a crack that is widening looked at by an engineer before it is simply patched and painted.

Rivers, drains and old ground

River levels can rise quickly in this part of the city. During the December 2021 rains, the government warned that the Sungai Kerayong at Razak Mansion was among four Kuala Lumpur rivers that had breached their danger level. For ground-floor homes close to a river or a monsoon drain, water-tolerant finishes low on the walls and raised power points are sensible choices during a renovation.

Older timber in village houses is the other recurring problem: roof frames and door frames that have had decades of patching, and termites where timber meets damp ground.
