Bukit Rimau is Seksyen 32 of Shah Alam: a planned township of more than 365 acres established around 1996, mixing landed terrace and semi-detached houses with townhouses and condominiums, right next to Kota Kemuning. Like its neighbour it sits in Klang District but is administered by the Shah Alam City Council (MBSA).
At close to thirty years old, the first Bukit Rimau homes are due the renovations that come with that age — new wet areas, re-roofing and rewiring — and for a family that has outgrown a house, building up is one alternative to moving out.

MBSA’s guideline for adding a floor to a single-storey terrace was approved by its One Stop Centre committee on 16 December 2011 and is published on the council’s building-plans pages. It applies only to single-storey terraces that already have a Certificate of Fitness or a CCC — two-storey terraces and semi-Ds extending sideways or to the rear use MBSA’s separate guideline for additions within building setbacks instead. Its conditions are strict:
Other conditions include a staircase landing at least every 16 steps with 2,100mm headroom, and no wall, roof overhang or gutter projecting past the rear boundary.
Guarded neighbourhoods. MBSA’s guarded-community scheme is applied for by the registered residents’ association at the OSC counter, on a 40-day charter, with a RM250 fee. The application includes the association’s AGM minutes approving the scheme, a signed consent letter from each resident, the security company’s Home Ministry registration and a location plan for the guardhouse; a 8 ft by 4 ft notice banner must be displayed for 30 days before submission, and objections can be lodged within 30 days.
Terraces. Houses of this age were typically finished before today’s concealed membranes were standard, so bathrooms and the back kitchen are the usual first projects, followed by roof valleys and gutters. If you are planning to add a floor, the MBSA policy above favours corner and end lots and keeps the front looking single-storey, which shapes the design from the first sketch.
Semi-detached houses. These have more room on the lot for side and rear additions. MBSA handles them under its guideline for additions within building setbacks, submitted by an architect or registered draughtsman.
Townhouses and condominiums. Interior work within the management’s rules: kitchens, wardrobes, flooring and leak repairs.
Paperwork trail. MBSA’s 2011 policy asks the consultant to quote the file number of any earlier approval if additions have already been built, and to colour new work red and demolition in dashed blue on the plans. If a previous owner extended the house, digging out that approval early saves weeks.
Adding a floor to a terrace is the renovation most likely to affect the houses either side: shared party walls, roof junctions and drains. MBSA’s requirement that the consultant records the neighbours’ houses before work begins protects both sides, and we recommend owners keep a copy of that record with their contract. Rain-water detailing also matters: where the new upper floor meets the neighbour’s lower roof, flashing and gutters need to be designed, not improvised on site.
A guarded-community scheme changes renovation logistics once approved: contractors register at the guardhouse and lorry access is controlled. Before a big job, tell the residents’ association the delivery dates and the size of vehicles expected.
