Pandan Indah is a modern mixed-residential township of condominiums, service apartments and double-storey terrace houses, with neighbourhoods such as Taman Bakti, Taman Cempaka and Taman Shamelin Perkasa, and Pandan Jaya next door. It is served by the Pandan Indah LRT station on the Ampang Line. Menara MPAJ, the council’s tower on Jalan Pandan Utama, is where renovation forms for the whole Ampang Jaya area are handed in.

The P.100 Pandan parliamentary seat counted 227,413 residents in Census 2020, and the N.21 Pandan Indah state seat 102,165. In a township where so many households live in strata blocks, the most common job is likely to be an interior refresh — new tiles, a kitchen, wardrobes, grilles — rather than an extension, and MPAJ has a form built for exactly that.

Borang 1A and the other MPAJ permits you may need

Borang 1A (strata interiors). MPAJ’s form for interior renovation without changing the original structure of a multi-storey home (revision of 1 November 2023) names the works it is meant for: grilles on doors and windows, wardrobes, kitchen cabinets, awnings and new tiles. The permit fee is RM100. You attach a sketch with floor measurements or the plan from your sale agreement, the signed consent of the developer, JMB or MC, your tenancy agreement, sale agreement or strata title, and a paid assessment-tax receipt — so tenants can apply as well as owners.

MPAJ’s flowchart for the form is short: download and complete it, hand it to the secretariat on level 4 of Menara MPAJ, pay the bill when it is issued, and the application is processed in 24 hours with the result sent to you. Incomplete applications are returned for the missing documents, so the management’s signature and the assessment receipt are worth sorting out before you go.

Materials on the road. For landed homes, MPAJ charges a separate permit to place building materials in a public place — the back lane, the five-foot way, the road shoulder or the road itself. The rate is RM36 per square metre with a 3 sq m minimum, so at least RM108, and the form asks for the contractor’s details as well as the owner’s. MPAJ’s fee sheet also has lines for a roro bin and its deposit.

Pandan Indah homes and typical jobs

• Condominiums and service apartments. Everything on the Borang 1A list is common here: grilles or invisible grilles for balconies and windows, new floor tiles over tired ones, built-in wardrobes and replacement kitchen cabinet doors. Hacking a wall is a different matter and goes to the management and the council first.
• Double-storey terraces. Rear kitchens, car-porch roofs and bathroom refits. An extension follows MPAJ’s landed-home route with an architect or plan drawer, not Borang 1A.
• Rented units. Because Borang 1A accepts a tenancy agreement, tenants who have the owner’s blessing can apply for small fit-out works themselves.

Monsoon drains and the Lembah Maju slip

At about 4.35am on 4 November 2024, the ground gave way at a public car park beside a monsoon drain at Jalan Maju 1/4, Lembah Maju, and a parked Proton Saga slid down the slope. Ampang Jaya police said no one was hurt. The location is typical of the risk in this part of Ampang Jaya: hard surfaces and large drains next to cut slopes, where water working behind the edge can undermine it.

For a terrace or ground-floor unit, the practical steps are about water. Keep the perimeter drain clear and flowing, don’t let a porch extension or paved yard send run-off towards the house, and look for cracks between the yard slab and the house wall, which let water under the floor. Inside strata blocks, leaks usually come from above: a failed bathroom membrane or a balcony that has been tiled over without re-waterproofing.
