A renovation permit from MPAJ (Majlis Perbandaran Ampang Jaya) for a condo or apartment interior is Borang 1A: a RM100 permit for grilles, wardrobes, kitchen cabinets, awnings and new tiles that do not change the original structure, signed off by the developer, JMB or MC, and processed within a 24-hour period once the application is complete. Additions and alterations to a landed house are different: you appoint an architect or registered plan drawer first, and MPAJ processes the application within 14 days. MPAJ does not publish a minor-works list for landed homes, or renovation working hours, in these documents.
MPAJ covers the Selangor side of Ampang, Pandan Indah and Pandan Jaya, Taman Melawati, Hulu Kelang and Bukit Antarabangsa. Its Building and Architecture Department (Jabatan Bangunan dan Senibina) publishes two clear routes for homes:

Borang 1A (revision 02, dated 1 November 2023) is MPAJ’s form for interior renovation without changing the original structure of a multi-storey home. It names the works it is meant for:
Anything that touches the structure, such as hacking a wall, moving a wet area or enlarging a balcony, is outside Borang 1A. Ask MPAJ and your management office before you plan it; structural work in a strata building also needs the management body’s consent for common property.
In practice the list fits the jobs most condo owners in Pandan Indah and Ampang actually plan: a kitchen refit with new cabinets and tiles, built-in wardrobes in the bedrooms, safety grilles on the windows and main door, and an awning over a balcony or yard where the building allows one. If your plan mixes listed items with something structural, split them: the listed items can go on Borang 1A, while the structural part needs its own advice and approval before anyone starts. Writing each item on the form as it will actually be built also avoids questions when MPAJ or the management office inspects.

The management body’s signature is the item most often missing. Get it before you go to Menara MPAJ, because an incomplete application is sent back for more documents.
For a terrace, semi-detached house or bungalow, MPAJ’s flowchart for residential additions and alterations starts with appointing an architect or registered plan drawer; the owner cannot file this one alone. The consultant submits to the secretariat on level 4 for checking, MPAJ issues the bill, and the application is processed within 14 days once it is complete.
Fees for plans are worked out on floor area, and the landed form includes a neighbour notification letter. The Melawati page goes through both, and the Ampang page covers who may sign plans and the slope history that shapes hillside jobs.
Where MPAJ is silent, we say so rather than guess. A phone call to the department before you book contractors costs nothing and saves a stop-work order later.
For a condo or apartment, MPAJ will not process Borang 1A without the developer, JMB or MC’s consent, so the management office is effectively the first approval. Most buildings also set their own renovation deposit, working hours and lift-booking rules, and some restrict grille designs or awning colours on the facade. Read the building’s house rules before you finalise the design, then apply to MPAJ.
