A renovation permit from MBSA (Majlis Bandaraya Shah Alam) depends on the job and the house: a residential alteration permit for a new fence, main gate or refuse chamber (RM648 including the permit to place materials), the pelan setara standard-plan book for additions to intermediate one- and two-storey terraces (RM300 per addition, approval in five working days), and plans by an architect or draughtsman registered with the Board of Architects for everything else. MBSA does not publish a general interior minor-works permit for tiles or ceilings, so ask the Building Department before assuming either way. Since 1 June 2024, consultant applications for house additions go through OSC 3 Plus Online.

How MBSA sorts home renovation

MBSA’s Building Department (Jabatan Bangunan) does not run one catch-all renovation permit. Each route is tied to a type of work and, for additions, a type of house:

Interior work: what MBSA does and does not publish

Several councils publish a minor-works list for tiles, ceilings and similar interior work. MBSA’s website does not: we found no general interior minor-works permit and no published list of work that needs no permit. That is not the same as saying interior work never needs approval. Before you re-tile, hack a wall or add a plaster ceiling, ask the Building Department how it treats the job, and get the answer in writing if you can.

Anything structural, any new floor area and anything that changes the outside of the house is a plan submission. For condos and apartments, the management body’s own renovation rules apply on top.

Fences, gates and refuse chambers

MBSA’s residential alteration permit is specific to fences, the main entrance and the height and width of openings, and the form also covers the refuse chamber. Fill in the Borang Kebenaran Membina Pagar dan Kebuk Sampah, attach the application for a permit to place building materials and, if the work touches a perimeter fence shared with a neighbour, the neighbour’s consent letter, then submit at Counter 1 of the Building Department. MBSA gives two standard designs:

Pelan setara for intermediate terraces

For owners of intermediate one- and two-storey terraces that already have a CF or CCC, MBSA sells a book of standard plans that replace consultant drawings under section 18 of the Uniform Building By-Laws 1984. You choose the addition, mark the house type, the part being extended, the lot size and the distance from the boundary, and sign every form and sketch with your name as it appears on the sale and purchase agreement, your address and IC number.

  • Apply for the permit to place building materials together with the plans.
  • Use MBSA’s RORO bin service for construction waste; it is required, and paid with the processing bill.
  • The owner is fully responsible for the stability and strength of what is built, and MBSA accepts no liability for claims arising from it.
  • Corner and end lots, houses already altered and designs not in the book go through the consultant route instead.

MBSA asks for the paid receipts to be handed in at the Building Department counter on the day you pay; without them the application is not processed.

Where and when to apply

  • Fence, gate and refuse chamber: Counter 1, Building Department, Wisma MBSA.
  • Residential pelan setara: the Building Department counter at Wisma MBSA, which takes complete applications Monday to Thursday 8am to 4.30pm, and Friday 8am to 11am and 3pm to 4.30pm.
  • Consultant additions (TP): through OSC 3 Plus Online since 1 June 2024; MBSA also gives a status-check link for these applications.
  • Payment: at the main counter, Lift A, ground floor, Wisma MBSA.

MBSA does not publish permitted working hours for home renovation on these pages, so check with the Building Department and, for strata homes, with your management office.

When you need an architect or draughtsman

Additions to bungalows, zero-lot bungalows, terraces, semi-detached and cluster houses that already have a CF or CCC are submitted as additions and alterations (TP) with plans certified by a professional architect or a draughtsman registered with the Board of Architects Malaysia. Shophouses and shop offices

For commercial premises, MBSA has a separate pelan setara permit for partitions, awnings and party walls in shophouses and shop offices, which the owner or tenant can submit without a consultant using the commercial standard-plan book. Starting before approval

MBSA’s pages cite section 70(1) of the Street, Drainage and Building Act 1974, which requires the council’s written permission before building work.
