Most Denai Alam homes are double-storey linked houses, and that opens a shortcut other house types do not get: MBSA’s standard-plan book (“Buku Pelan Setara”). For an intermediate one- or two-storey terrace, the owner picks a pre-drawn addition from the book and applies without a consultant, and MBSA says it issues approval within five working days. It comes with fixed fees, a neighbour sign-off and full owner responsibility for the structure. Here is how it works.

Denai Alam is a low-density freehold township in the Shah Alam council area, built mainly as medium-to-high-range double-storey linked houses, with neighbourhoods such as Ivy Terrace, Clover Park, Nerida and Verdania. A 2025 Malaysia Gazette column describes it as part of Sime Darby Property’s wider City of Elmina area, home to about 40,000 residents.

Because so much of the housing is one type, Denai Alam renovations fall into a few familiar patterns: a rear or front addition, an awning over the yard, and updated kitchens and bathrooms. Those are exactly the jobs MBSA’s standard-plan route was written for.

How MBSA’s standard-plan book works

MBSA’s standard-plan (pelan setara) route is for intermediate one- and two-storey terraces that already have a Certificate of Fitness or CCC. The pre-drawn plans in the book stand in for consultant drawings under section 18 of the Uniform Building By-Laws 1984, so the owner chooses the addition, fills in the lot size and distances from the boundary, and signs every copy. MBSA sells the book at its Building Department counter for RM50 and says approval is issued within five working days of receiving the application.

The book’s options for a two-storey terrace include a ground-floor addition at the front or back, an upper-floor addition at the front or back, and an awning; single-storey terraces have front, back and awning options. The applicant attaches a photo of the house, the sale and purchase agreement, the latest paid assessment bill, the CF or Form F and an IC copy, and the neighbours on each side sign the form. There is a section for the appointed contractor to complete as well.

The fees on MBSA’s page: RM300 for each addition, RM648 for the permit to place building materials, and RM880 for the RORO bin service that MBSA requires for construction waste, all paid before the approved plan and letter are released. Two warnings stand out: the owner is fully responsible for the stability and strength of what is built, and anyone who has already started work is charged five times the processing fee. The permit runs for one year.

Linked houses: what owners usually add

Rear additions. Extending the kitchen over the back yard is the most common request. With the standard-plan route there is no engineer by default, so we recommend owners ask for the slab, beams and roof tie-in of the chosen option to be checked anyway — the book makes the owner, not the council, responsible for them.

Awnings and front additions. An awning over the car porch or yard is one of the book’s standard options. Front additions have to respect the plan’s distances from the boundary, which is why the form asks for the existing distance to be measured and written in.

Inside the house. Denai Alam’s linked houses are old enough now that bathrooms and balconies are worth checking for failing waterproofing before new finishes go on, and kitchens are commonly rebuilt around new cabinets and worktops.

When the book is not enough. The standard plans only cover intermediate lots and the listed options. A corner or end lot, a house that has already been altered, or a design that does not match a drawing in the book goes through MBSA’s consultant route instead, with plans by an architect or registered draughtsman. We check which applies before pricing, since it changes both the timeline and the fees.

Peak-hour traffic and site logistics

The same April 2025 column highlighted Denai Alam’s traffic: it described a one-kilometre drive from home to the nearest exit taking up to an hour at peak times, with drivers from neighbouring townships cutting through the internal roads. It is an opinion piece, but if peak-hour traffic is anything like that, it affects renovation logistics: deliveries and RORO bin swaps work best outside the morning and evening peaks.

On a street of identical linked houses, a renovation is also very visible. Keep the permit and approved plan on site, make sure the RORO bin sits where the approval allows, and keep the road and drains clear — neighbours who signed the form are more likely to stay supportive.
