Desa ParkCity is a 473-acre freehold township in north-west Kuala Lumpur, bought by ParkCity Group (part of the Sarawak-based Samling group) in 1999, when it was still an active quarry. Preparing the land meant cutting more than 12.5 million cubic metres of rock, three-quarters of it granite, and then filling the area; The Edge notes the soil condition was poor. Landed precincts include Nadia Parkhomes and Southlake (both completed in 2006) and Adora (completed in 2007), alongside condominiums such as Westside One and The Northshore Gardens, all arranged around a Central Park with a lake, The Waterfront and Plaza Arkadia.
Other named neighbourhoods include Adiva, The Mansions and One Central Park, and the nearest rail link is Kepong Baru MRT on the Putrajaya Line, a short drive away rather than a walk. Most homes here sit inside managed schemes, so renovation is usually a three-way conversation between the owner, management and, where a permit is needed, DBKL.

DBKL’s urban design and heritage unit publishes a guideline on enclosing balconies in strata-titled homes in Kuala Lumpur. Its design rules are specific:
DBKL also publishes a one-page balcony handrail safety design, showing railings at least 1,000mm high. And across Kuala Lumpur, circular COBKL 2023/01 bars new internal partitions that create extra rooms in residential strata units, so layout ideas for a Desa ParkCity condo need to work within the existing rooms.
Other works in a strata unit, such as aircon, grilles, wiring and plumbing repairs, need written permission from the JMB or MC under the Commissioner of Buildings’ renovation procedure, which DBKL publishes on the same guidelines page.
Landed homes completed from 2006. Precincts such as Nadia Parkhomes and Southlake are approaching twenty years old. That is well past any defect liability period and into the window where original bathroom membranes, flat-roof and balcony waterproofing and aircon piping start to give trouble. If a landed home is held under strata title, DBKL’s 2025 minor-works guideline says the permit application goes through the JMB or MC rather than directly to DBKL.
Condominiums. Most units here are interior renovations: kitchens, wardrobes, flooring, and fixing leaks from the unit above. Management’s own renovation rules — deposit, lift booking, working hours — drive the programme, and the balcony rules above decide what can happen on the outside edge.
Ground. The Edge records that the quarry site had poor soil and subterranean rock, and that the developer cut the rock and then filled the area. On mixed rock-and-fill ground, new cracks in a landed home or a sticking door are worth diagnosing before any cosmetic repair.
In a managed township like this, renovation logistics are usually set by management: contractor registration, fixed delivery windows, and rules on where skips and materials may stand. We ask for the house rules at the start, because a lorry turned away at the gate costs a day.
Inside a high-rise unit, weather reaches the home at its edges: balcony floor wastes, sliding-door tracks and window frames. A balcony enclosure made of foldable louvres or shutters, as DBKL requires, still lets rain in during a storm, so the balcony floor and its drainage should be sound before any enclosure is fitted.
