Selayang sits on the northern fringe of the Klang Valley and mixes urban and semi-rural character. Bandar Baru Selayang, one of the eight main towns MPS lists in its area, is dominated by apartment complexes, while Lagong and Dataran Templer lie further north. The council’s area as a whole covers 545.6 sq km, and about a third of it is forest reserve, recreation land, water catchment and environmentally sensitive ground, including the Forest Research Institute Malaysia and Batu Dam.

MPS’s most populous mukim, Batu, has 385,288 residents by the council’s count, and the P.097 Selayang parliamentary seat recorded 363,289 people in Census 2020. The council’s own headquarters, Menara MPS, stands in Bandar Baru Selayang, which makes it one of the few places where you can walk your renovation papers to the building department.

How MPS handles renovation, and how fast

MPS’s Building Department has three roles that matter to a homeowner: it processes building plans through the One Stop Centre, whose committee meets twice a month; its permit section processes plans for additions to houses as built; and its enforcement section investigates complaints about cracked buildings, unauthorised buildings and renovation carried out without permission. The department sits in Wing A, level 6 of Menara MPS.

Its customer charter sets the pace. For a complete application to add to a house through the guidebook route, MPS commits to a decision in three working days; for a single house on a planned lot, 30 working days; for plans through the One Stop Centre, 30 working days from receipt; and it undertakes to respond to building complaints in seven working days. Incomplete applications stop the clock, so assemble the drawings and ownership papers before submitting.

Enforcement is real. In April 2024 MPS demolished a wall a business owner had built without permission across a road divider on Jalan 3/5, Bandar Baru Selayang, and in November 2023 it pulled down an addition in Taman Industri Batu Caves that had been built over a public road and covered the drain. Both were done under the Street, Drainage and Building Act 1974.

Selayang housing and what to check

• Apartments in Bandar Baru Selayang. Interior works run through the JMB or MC. Ceiling stains from the unit above, tired bathrooms and kitchen cabinets are the usual jobs.
• Landed homes. For a terrace or semi-detached house, rear extensions, porches and roofs are the main items, with an MPS application for any addition.
• Heritage sites around Batu Caves. Even repainting counts at a listed site: in 2018 the National Heritage Department said it would issue the Batu Caves temple committee a warning letter under Section 40 of the National Heritage Act 2005 over the newly painted steps. If a property is on or next to a heritage site, ask about heritage approval before work starts.

Slopes and drains in strata schemes

On 25 May 2026 MPS’s Commissioner of Buildings department, its engineers and officers from the housing ministry visited Pangsapuri Desa Satu in Taman Desa Aman Puri over slope erosion. Their initial observation was that the affected area was under the management body’s care and that the settlement was probably caused by a drainage system that had not been properly maintained, disrupting the flow of water. A month later, MPS’s strata seminar for 28 management bodies included slope and landslide risk in strata developments and how slopes should be monitored and maintained.

For an apartment owner, that means two things. Drains and slopes around the block are common property and the management’s responsibility, so raise cracks or ponding with the JMB or MC in writing. Inside your own unit, water tracking in from a wall that faces a slope is often a drainage problem outside before it is a waterproofing problem inside, so fix the source first.
