Cyberjaya’s groundbreaking was on 17 May 1997, on about 2,800 hectares of mostly former oil-palm plantation some 40km south of Kuala Lumpur. It was set up with four stakeholders: Cyberview as city manager, MDEC as custodian of MSC Malaysia, the Sepang council as local government and approval authority, and Setia Haruman as master developer. In 2006, The Star reported a daytime population of about 29,000 but only around 10,000 residents, and Cyberview’s managing director noted that some developers were selling 550 sq ft studio apartments.
The residential side has grown a great deal since. Named developments include Sejati Residences, Symphony Hills, Garden Residence and D’Pulze, and the Cyberjaya City Centre station on the MRT Putrajaya Line links the township to the city. The mix of compact strata units and landed enclaves means two quite different renovation briefs.

MyMinor, MP Sepang’s online minor-works system, lists these categories for homes: interior partitions, ceiling finishes, built-in cabinets and tiling; a ground-floor awning that stays within the building line; iron grilles; a wall of up to 5 feet; fences; garage tiling and electrical work; and solar panels. Homes or premises with a JMB or strata title must get management’s confirmation before applying, and construction waste must be disposed of only at permitted sites.
The document list is short but exact. You upload the assessment bill (or, for a newly completed home not yet assessed, the CCC or Form F, which the developer or JMB can provide), your IC or, for non-citizens, your passport, the S&P pages showing the stamp duty, owner details and location plan, and a floor plan marked with the proposed works — usually taken from the S&P. For a strata unit, the JMB signs and stamps every sheet of that marked plan.
Anything bigger — additions and alterations to the building — is a building-plan application. MP Sepang advises owners to see its Building Inspector or Building Technician first, then appoint an architect, draughtsman or engineer to submit. Its plan-submission page lists RM3.50 per 9 square metres of ground-floor area (minimum RM35), lower rates on upper floors, RM18 per square metre per month for placing materials, RM18 per floor for a change of elevation, and a RM500 deposit, with approval in about 7 to 14 days.
Compact strata units — studios and one- or two-bedroom apartments and serviced residences — have been part of Cyberjaya since its early years. Work here is interior work: built-in storage, kitchen fronts, flooring and grilles, all on MyMinor’s list, with the JMB-stamped plan as the first step.
Many units near the campuses and business parks are likely to be rented out, so landlords here often want durable finishes and a quick turnaround between tenants rather than a full refit.
Landed enclaves bring the usual outdoor jobs — fences, gates, awnings and solar panels — most of which MyMinor also covers, provided an awning stays on the ground floor and within the building line.
Cyberjaya was planned as a whole, and the council’s categories reflect that: awnings may not go beyond the building line and boundary walls stop at 5 feet under the minor-works route. Anything outside those limits needs a building plan, so design the job to the category if you want the simpler permit.
In high-rise units, the practical constraints are the management’s: lift bookings, permitted hours, and where debris can be left. We plan the programme with those rules, and MyMinor’s waste-disposal condition, from the first quote.
Newly completed towers add one more consideration. If the building is still in its defect liability period, report leaks, cracks and hollow tiles to the developer before you renovate over them, and keep dated photos; once a contractor has altered the area, the claim becomes harder to make.
