Renovation Permit MPSepang (Cyberjaya & Sepang)
MyMinor Categories, Documents, Plans & Fees

What MyMinor covers for homes and shops, what strata owners must get first, and when you need a plan instead.

Cyberjaya serviced-residence unit mid-renovation with plaster ceiling, new floor tiles and built-in cabinets

A renovation permit from MPSepang (Majlis Perbandaran Sepang), the council for Cyberjaya and the Sepang district, is applied for online through MyMinor (myMR) for minor works: interior partitions, ceiling finishes, built-in cabinets and tiles, a ground-floor awning within the building line, iron grilles, a 5-foot wall, a fence, garage tiling and electrical work, and solar panels. Strata owners must get the JMB’s endorsement first, with the JMB stamping every sheet of the sketch. Additions and alterations go through a plan submitted by an architect, draughtsman or engineer, which MPSepang approves in 7 to 14 working days once complete.

Two MPSepang routes: MyMinor or a building plan

The Sepang Municipal Council has its headquarters on Persiaran Semarak Api in Cyber 1, Cyberjaya, and its Building Control division handles renovation approvals. For homes and shops it runs two routes:

MyMinor (myMR)Minor works on a fixed list of categoriesThe property ownerOnline at myminor.mpsepang.gov.my
Additions and alterations planExtensions and changes to the buildingAn architect, draughtsman or engineer you appointChecklist PKPB1 and Form A, through the council

MPSepang describes MyMinor as its online minor building works permit system, built so that property owners in the Sepang district can apply without going to the counter. Not sure whether a job is minor? The council’s plan-submission page tells owners to see its Building Inspector or Building Technician before starting any renovation or addition, for advice on which procedure applies.

What MyMinor covers for homes

MyMinor’s category page lists seven groups of minor works for residential properties:

  1. Interior: internal partitions, ceiling finishes, built-in cabinets and tiles.
  2. Awning: on the ground floor, and not beyond the building line.
  3. Iron grilles.
  4. A 5-foot wall.
  5. Fence.
  6. Garage: tiles and electrical work.
  7. Solar panels.

This is close to the list of jobs most Cyberjaya and Sepang owners plan after getting the keys: built-in wardrobes and a kitchen, a plaster ceiling, new tiles, grilles for the windows and main door, and an awning over the porch. ClickBina’s guides cover the custom kitchen cabinet process, plaster ceilings and grille doors. Electrical work in the garage is on the list, but wiring is a separate trade; WhatsApp us your job details for a quote on that part.

What MyMinor covers for shops

Shop owners and tenants use the same system with a different list:

  • Interior: partitions, ceiling finishes, built-in cabinets and tiles, with no breaking of the structure.
  • Awning: up to 3 feet, without posts.
  • Iron grilles or a roller shutter.
  • A portable ramp.

The category page adds two notes for shops: clinics and learning centres on an upper floor are listed where the premises already has a second staircase, and spa or beauty premises pay an extra charge for each room. Fit-out for a clinic or salon is a bigger brief than a home; the commercial renovation permit guide covers the approvals that usually sit around it.

Documents MyMinor asks for

Renovation sketch planFloor plan marked with the proposed worksSame, signed and stamped by the JMB on every sheet
Sale and purchase or tenancy agreementCopyCopy
Permission letter from the management (MC / JMB)Where there is oneRequired

MyMinor’s upload guide fills in the detail. Non-citizen owners attach a passport instead of an IC, and a company attaches its SSM registration (Form D). A home that has not yet been charged assessment attaches its Certificate of Fitness or CCC (Form F), which the developer or JMB can supply. The floor plan for the sketch is usually in the sale and purchase agreement; shop owners must state the measurements and materials. The agreement copy should include the front page, pages 1 to 3 carrying the stamp duty, the page with the owner’s details, the location plan and the signature pages.

Strata homes: JMB endorsement comes first

MyMinor is explicit that a home or premises with a JMB or strata management must get the management’s confirmation before applying. In practice that means two things: a permission letter from the MC or JMB, and the JMB’s signature and stamp on every sheet of the sketch plan. Most Cyberjaya condos and serviced residences also set their own renovation deposit, working hours and lift booking rules, so read the house rules before you fix dates. The Cyberjaya renovation page covers the housing mix and what these rules mean for compact units.

How to apply on MyMinor

  1. Check that every item on your list is in one of the MyMinor categories; anything else needs advice from the Building Control division first.
  2. For a strata unit, get the management’s permission letter and the JMB’s stamp on each sheet of the sketch.
  3. Mark the proposed works on the floor plan from your sale and purchase agreement.
  4. Apply online at MyMinor and upload the documents.
  5. Pay the bill, wait for approval, then start work and keep construction waste tidy until it goes to a permitted disposal place.

MyMinor’s category page ends with that waste rule: building waste must be kept in good order and disposed of only at permitted places. For questions, MyMinor lists the e-mail address myminor@mpsepang.gov.my.

Payment is in cash or by cheque made out to Majlis Perbandaran Sepang. The minor-repair section of the same page lists grilles, awnings, fences, house interiors and garages, asks for a copy of the IC, the sale and purchase agreement or land title, and the latest assessment receipt, and sets a minimum fee, the same materials rate and a deposit. Check the current amounts there before you budget.

Additions and alterations: the plan route

Anything beyond MyMinor’s categories — an extension at the back, a new porch roof, extra rooms or upper floors — is an application for approval of additional and amendment plans. MPSepang asks owners to see its Building Inspector or Building Technician first, then appoint an architect, draughtsman or engineer to submit; the counter at the Building Control division can give a list of architects and draughtsmen registered with the council.

  • The B-OSC checklist and checklist PKPB4, with the council’s Form A completed.
  • Copies of the sale and purchase agreement or land title, the latest assessment receipt and the owner’s IC.
  • Three coloured sets of architectural plans, signed on every sheet by the owner and the architect or draughtsman, folded to A4.
  • A submission letter from the architect or draughtsman.

Approval takes 7 to 14 working days once the documents are complete and the fees paid. Properties near KLIA use a separate checklist, PKPB1-KLIA. The standard-plan and car porch guide explains how plan routes for small additions work in other Selangor councils.

Other Building Department forms worth knowing

  • Amendments to approved plans: PIN / PRO checklist.
  • Extension of period: applied for by letter.
  • Neighbourhood declaration: a neighbour declaration letter.
  • Temporary building permit: checklist PKPB2, with a hoarding specification.
  • Return of security deposit: an application with a copy of the IC, the original deposit receipt and a copy of a bank statement, once the site is complete.

What MPSepang does not publish

  • Working hours. Neither MyMinor nor the department page states renovation hours. Strata buildings set their own.
  • MyMinor processing time. The 7 to 14 working days applies to plan approvals; no figure is given for MyMinor.
  • A no-permit list. MPSepang lists what MyMinor covers, not what is exempt.

Where the council is silent, we say so rather than guess. Ask the Building Control division before you book contractors; the renovating without a permit guide explains what can follow if work starts without approval.

How ClickBina fits in

MyMinor is the owner’s application, and plans are submitted by the architect, draughtsman or engineer you appoint; ClickBina does not submit plans. ClickBina is an experienced KL & Selangor contractor: we do the renovation work and coordinate the trades, and we keep the scope inside MyMinor’s categories where that is the route. WhatsApp us your area, property type and the work you have in mind; we reply within the hour, and the price we agree is a flat price with no hidden charges.
