A renovation permit from MPKj (Majlis Perbandaran Kajang) for small works is the minor-works permit (Permit Bagi Kerja-Kerja Kecil), and it covers only three kinds of work: changing floor and roof finishes, fitting grilles or changing doors and windows, and installing an awning. The owner applies to MPKj’s Building Control Department with the council’s sketches; the form costs RM5, processing is RM120 per application, an awning plan is RM100 and the plan deposit RM200, and approval lasts one year. Extensions and other designs go through an architect or registered draughtsman. MPKj does not publish a processing time or working hours for these permits.

Which MPKj route your job needs

MPKj covers Kajang town, Bandar Baru Bangi, Semenyih, Balakong, Sungai Long and the Selangor side of Cheras. Its Building Control Department (Jabatan Kawalan Bangunan) has separate routes for different sizes of job:

What the minor-works permit covers

The form, in use from 20 July 2022, lists three types of work:

  1. Changing floor and roof finishes. The owner prepares the sketch.
  2. Fitting grilles or changing doors and windows. The owner prepares the sketch.
  3. Installing an awning. Uses the council’s awning plan, charged per plan.

The sketches and specifications in MPKj’s booklet may not be changed in any way; an altered sketch means the application is rejected. An owner who wants a design other than the booklet’s must submit plans through an architect or registered draughtsman. Any structure must stay inside the owner’s own lot. Interior jobs outside these three types, such as kitchens, cabinets or plaster ceilings, are not on this form; MPKj does not publish a list of work that needs no permit, so ask the department about them.

The deposit is returned under the terms of the owner’s deposit undertaking. If the work departs from the approved plan, the owner accepts on the form that the deposit will not be returned.

Two practical points follow from the fee table. First, the monthly permits are the only charges that grow with time, so order materials close to the day they are needed and book the bin for the demolition days rather than for the whole job. Second, each application carries its own processing fee, so a project that changes the floor finish and adds an awning is worth planning as one submission with both sketches, rather than two separate visits to the counter. Confirm with the department how it wants multiple work types presented before you file.

Documents to prepare

  • The completed application form and one copy of the owner’s IC.
  • The latest paid assessment bill; if none has been issued yet, a letter from MPKj’s valuation department.
  • The certificate of fitness or Form F.
  • The sale and purchase agreement and the title (and the tenancy agreement if relevant).
  • Two copies of the floor plan for floor and roof finishes, grilles, doors or windows.
  • Dated site images of the front, back and sides, taken no more than seven days before the application is registered.
  • Earlier approval letters and plans, if any.
  • The depositor’s undertaking, signed before a Commissioner for Oaths and stamped, and the bin receipt if relevant.

How to apply

  1. Measure what is there: the building, the lot and the distances from the front, side and back boundaries.
  2. Choose the work type and complete the council’s sketch for it without changing it.
  3. Submit the form, sketches and documents to the Building Control Department, Majlis Perbandaran Kajang.
  4. Pay the bill, including the monthly materials or bin permits if anything will sit outside your lot.
  5. Start only once approval is issued, and keep the work within the sketch.

One-year approval, timing and hours

  • Validity: the approval is valid for one year only. To build after it expires, you make a new application and pay the fees again.
  • Processing time: not published on the form. Ask at the Building Control Department counter.
  • Working hours: not published on the form. Check with MPKj, and with your management office in a strata development.

A one-year window is generous for finishes and grilles, but it runs from approval, not from the day work starts. If the job depends on a long lead time, such as custom doors or an awning frame made to measure, order before you apply or allow for the wait, so the approval does not lapse halfway through.

If the work does not match the approved sketch

MPKj’s form puts the risk on the owner. The owner is fully responsible for the stability and strength of everything built, MPKj accepts no liability for design or structural failure, and the owner undertakes to answer complaints and repair any damage to neighbouring buildings. Under section 70(13)(b) of the Street, Drainage and Building Act 1974, building differently from an approved plan without written permission can, on conviction, bring a fine of up to RM50,000 plus RM1,000 for every day the offence continues. Anything that adds floor area goes beyond the minor-works permit. Condos and apartments

The minor-works form is written around landed houses and does not set out a separate strata route. In a condo or apartment, start with the JMB or MC’s renovation rules and ask MPKj whether your job needs the council as well.
