Gombak district was created on 1 February 1974, on the very date Kuala Lumpur became a Federal Territory. Its district office describes hilly country to the east, north and west and lower ground in the middle, drained by the Sungai Gombak, Sungai Klang and Sungai Batu. The district covers 652.70 sq km and had 942,433 people in 2020, making it the fifth most populous district in the country; the P.098 Gombak parliamentary seat alone counted 349,207.

Along Jalan Gombak itself, the older settlement pattern is still visible. The district office lists village committees at Kampung Sungai Chinchin (Batu 7¾), Kampung Simpang 3 (Batu 6¾), Kampung Tengah (Batu 6¼), Kampung Changkat and Kampung Sungai Pusu, between newer estates such as Taman Desa Gombak, Setapak Garden and Taman Ibukota and the Gombak LRT station at the end of the Kelana Jaya Line.

The Selayang council’s rules, and why assessment matters now

Approval first. MPS’s Building Department enforces the Street, Drainage and Building Act 1974 and the Uniform Building By-Laws 1984 over building and renovation work, handles applications for additions to houses, and investigates complaints about unauthorised buildings, renovation without permission and illegal connections. On 9 February 2026 it led a 90-strong joint operation that demolished 12 structures built without approval on lots in Kampung Sungai Chinchin, Mukim Setapak, acting under Section 70 of that Act.

The 2025 revaluation. Until 2025, MPS assessment tax was based on rental values from 1992. Its new valuation list, advertised in April 2024, lowered the rate for terrace, detached and strata homes from 8.6% to 5% but applied it to current rents: the council’s own worked example is a two-storey terrace whose assessment rises from RM309.60 to RM900 a year. Among the reasons it gives for bills differing between similar homes is added space and structures. An approved extension is therefore reflected in your bill; an unapproved one can also bring enforcement.

Strata homes. MPS’s Commissioner of Buildings department registers joint management bodies and management corporations and enforces the Strata Management Act 2013 in the Selangor part of Gombak, so a flat owner’s first stop is the JMB or MC. On the Kuala Lumpur side, DBKL’s permits and strata rules apply instead.

Gombak homes: kampung, taman and flats

• Kampung houses along Jalan Gombak. Houses like these have often grown room by room over the years. Before adding more, it is worth confirming what the council has on record, because unapproved additions are exactly what recent MPS operations targeted.
• Terrace estates such as Taman Desa Gombak: kitchens, bathrooms and roofs are the usual renewal items, with an MPS application for anything that adds floor space.
• Flats and apartments near the LRT terminus: interior work under the JMB or MC, and leaks between floors.

Valley drainage and flash-flood hotspots

With hills on three sides and rivers running through the centre, drainage is the recurring local issue. In May 2025 the housing ministry’s local government department visited Sri Gombak to assess an MPS project, BP.1, that upgrades urban drains at flash-flood hotspots in the area. That tells you where the council itself has seen water collect.

For a house on low ground, the renovation choices follow: keep the perimeter drain open and unbridged, set the new floor level of a kitchen or porch extension so rain runs away from the house, and choose finishes low on the walls that survive getting wet. For a kampung house on a slope, check where the roof water goes before you pave the yard.
