Staircase & Balcony Glass Railings
Tempered vs Laminated, Heights & Cost (2026)

A glass balustrade opens up a staircase or balcony, but it is a safety barrier first. Here is which glass to use, what the by-laws say about heights, and what it costs.

Staircase with a frameless glass balustrade and stainless handrail in a terrace house

A glass railing replaces balusters with safety-glass panels, held in a floor channel, on stainless posts or by point fixings. Use toughened (tempered) or laminated safety glass, never ordinary float glass, and prefer laminated or toughened-laminated where a broken panel must stay in place, because laminated glass cracks but holds together. The Uniform Building By-Laws set handrails on stairs at 825 mm to 900 mm above the tread nosing, and edge protection of at least 1 metre on balconies and other areas 1.8 metres or more above the level below; the balustrade must also be designed for the required loads. On a staircase, a structural glass balustrade is typically RM800 – RM1,800 per running metre in the Klang Valley.

What a glass railing actually is

A glass railing, or glass balustrade, is the guard along a staircase, landing, mezzanine or balcony made from panels of safety glass instead of steel or timber balusters. It is popular for one reason: it keeps a room open. A glass balustrade on a terrace staircase lets light from the upper window fall down the stairwell, and on a balcony it keeps the view.

It is also a safety barrier first and a design feature second. The glass, the fixings and the structure they fix into together have to stop a person falling. That is why the glass type, the fixing method and the heights matter more than the look.

Tempered vs laminated: which glass for a railing

Only safety glass belongs in a railing. The two kinds behave very differently when they break:

For a railing, the question to ask is simple: if this panel breaks, what happens next? Over a stairwell or a balcony edge, a panel that stays in place is the safer answer, which is why laminated or toughened-laminated is preferred for balustrades. Railing panels are commonly specified at 10–12 mm, but the right thickness is set by the design and the fixing, not by a rule of thumb.

Heights and rules: what the by-laws say

The Uniform Building By-Laws (UBBL) contain the rules that matter for homeowners:

  • Handrails on stairs (by-law 107): every staircase with four or more risers needs at least one handrail, set not less than 825 mm and not more than 900 mm above the nosing of the treads. Handrails along landings must be at least 900 mm above the landing.
  • Balconies and raised areas (by-law 116): every flat roof, balcony or other elevated area that is 1.8 metres or more above the adjacent area and normally accessible must be protected along its edges with railings, parapets or similar not less than 1 metre high.
  • Strength (by-law 70): parapets and balustrades must be designed for the minimum loads in the Malaysian loading standard, MS EN 1991-1-1. In practice, that is a design question for the supplier and, for anything unusual, an engineer.

Local authorities can add their own requirements. DBKL's balcony safety-handrail design, as summarised on our Bukit Jalil renovation page, shows a minimum railing height of 1,000 mm and gaps of no more than 100 mm between bars. Check with your council and, in a condo, your management before ordering.

⚠️ The glass is only as safe as its fixings. A frameless panel in a floor channel relies on the channel and the concrete it is anchored into; a panel on point fixings relies on every bolt. Ask how the system is fixed and into what.

Fixing systems: channel, posts, spigots and point fixings

SystemHow it holds the glassLookThings to check
Base channel (frameless)Glass clamped in a continuous metal channel fixed to the floor or stair stringerCleanest, no postsStrong substrate; channel fixings; top rail or capping
Stainless posts with clampsPosts every few panels, glass held by clampsClassic, lighter costPost fixings into concrete or steel; clamp rubbers
SpigotsShort stainless spigots bolted down, glass clamped in themMinimal, popular on balconiesSpigot base fixing and drainage around it
Standoff point fixingsGlass bolted through holes to the side of the slab or stringerFloating look on stairsHoles made before toughening; edge distance; bolt tightness

A handrail or top capping on the glass adds a place to hold and ties the panels together, which also helps if one panel is damaged. On a staircase, remember by-law 107 still wants a handrail at the right height; a bare top edge of glass is not a handrail.

Glass railings on staircases

Staircases are where most homeowners meet glass railings, usually when a heavy masonry or old timber balustrade is replaced during a renovation. The stringer (the side of the stair) and the landing edge must be strong enough to take the fixings, which is easy on a concrete stair and needs checking on a timber or light steel one. Our staircase renovation guide covers the rest of the stair: treads, risers, lighting and the full cost.

Think about children too. Glass has no footholds, which is good, but a gap at the bottom of a panel or between the glass and the wall should be closed so a small child cannot slip through.

Glass railings on balconies

On a balcony the railing is part of the building's exterior. In a condo that usually makes it common property or at least subject to the management's appearance rules, so replacing it needs written approval. Our balcony renovation cost guide covers the approvals and the wider balcony budget, and if children are the worry, an invisible grille inside the existing railing may be the simpler answer.

What glass railings cost

These are indicative Klang Valley ranges for 2026 from our staircase renovation and balcony renovation guides. Glass type, thickness, the fixing system and access move the price most.

A cheaper quote usually means thinner glass, plain toughened instead of laminated, or a lighter fixing. Ask each supplier to state the glass type, thickness, fixing system and what it is anchored into.

Cleaning and upkeep

  • Clean with a soft cloth and glass cleaner; avoid abrasive pads that scratch.
  • Check clamps, spigot covers and channel caps occasionally, and tighten or replace loose rubbers.
  • On balconies, keep the base channel or spigot drainage clear so water does not sit around the fixings.
  • Replace any chipped or cracked panel promptly: a chip on the edge of toughened glass can lead to a sudden break.

Common Questions

Should a glass railing be tempered or laminated?
Both are safety glass, but laminated or toughened-laminated is preferred for railings over a drop, because a broken laminated panel cracks and stays in place while plain toughened glass shatters and can fall out.
How high must a staircase handrail be in Malaysia?
Under UBBL by-law 107, a stair handrail must be between 825 mm and 900 mm above the tread nosing, and a handrail along a landing at least 900 mm above the landing.
How high must a balcony railing be?
UBBL by-law 116 requires railings, parapets or similar of at least 1 metre along balconies and raised areas 1.8 metres or more above the level below. Local councils such as DBKL may add their own design requirements.
How much does a glass staircase railing cost?
Typically RM800 – RM1,800 per running metre for a structural glass balustrade in the Klang Valley, or RM8,000 – RM18,000 to upgrade a typical terrace staircase.
How thick should railing glass be?
Railing panels are commonly 10–12 mm, but the correct thickness depends on the fixing system, panel size and design loads. Ask the supplier to state it in writing.
Can I replace my condo balcony railing with glass?
Only with the management's written approval, because the balcony railing is part of the building exterior and often common property or controlled by the house rules.
Is a glass top edge enough as a handrail?
Not on a staircase. By-law 107 still requires a handrail at the correct height, so fit a handrail or capping rail you can actually hold.
