PJ’s old terraces and ageing condos are among the Klang Valley’s most waterproofing-critical bathroom jobs — here’s what to budget, what to watch, and why re-piping often comes with it.

Petaling Jaya was Malaysia’s first planned town, developed from the late 1950s onwards. That history shapes its bathroom renovation challenges today. The 1960s to 1980s linked terraces in SS1–SS6, PJS, Taman Jaya, Taman Mayang and older parts of Damansara were built with bathrooms that are now 40–60 years old. These homes carry two compounding problems:
Newer properties in PJ tell a different story. Kelana Jaya, Ara Damansara, Section 17 and Tropicana condos built from the 2000s onwards have modern PPR or uPVC plumbing and better-specified waterproofing. These bathrooms typically need renovation after 15–20 years of wear rather than emergency intervention, and re-piping is less commonly required unless the original installation was substandard.

Costs in PJ reflect both the area’s older housing stock and the logistics of working in established residential estates. Older terraces typically require more hacking and preparatory works than equivalent-sized newer properties:
| Scope | What’s included | Indicative cost (per bathroom) |
|---|---|---|
| Basic refresh | Re-tile floor + walls, new toilet & basin, tap set, shower rose | RM8,000 – RM11,000 |
| Mid-range full renovation | Full hack, liquid membrane waterproofing, new tiling, vanity, glass screen, instant water heater | RM12,000 – RM18,000 |
| Full renovation + re-pipe | As above + replace GI supply pipes with PPR, re-route as needed | RM16,000 – RM24,000 |
| Premium renovation | Large-format tiles, rain shower, custom vanity, feature wall, re-pipe | RM20,000 – RM28,000+ |
The re-piping uplift of RM4,000–RM8,000 per bathroom is specific to older PJ terraces. For newer condos, a standard mid-range renovation without re-piping usually suffices at RM12,000–RM18,000.
Waterproofing is the single most important investment in any bathroom renovation — and in a 1970s or 1980s PJ terrace, it is non-negotiable. When original cement-screed "waterproofing" fails (which it invariably does after 20–30 years), water permeates the concrete slab with every shower. Over years, this causes:
The correct approach is a full hack back to the concrete substrate, followed by a liquid membrane waterproofing system (such as a polyurethane or cementitious flexible membrane) applied to the floor and 200–300 mm up the walls. This should come with a written contractor warranty of at least 5 years. Never accept a quote that proposes to tile over the existing screed without addressing the membrane — this approach delays rather than solves the problem.
See our full waterproofing cost guide → for membrane types and price ranges, and our inter-floor leakage guide → on the legal and practical implications if your bathroom leaks to a neighbour.
Most terraces built before the mid-1990s in PJ were plumbed with galvanised iron (GI) pipes. GI pipes are prone to internal rusting after 25–35 years, which manifests as:
When we open up an older PJ bathroom and find GI pipes, the recommended approach is to replace the bathroom supply lines with PPR (polypropylene random copolymer) pipes, which are corrosion-resistant, rated for hot water, and carry a 10–25 year lifespan in Malaysian conditions. The cost of re-piping a single bathroom’s supply lines runs approximately RM2,000–RM5,000 depending on accessibility and the number of points. This is best done as part of the bathroom renovation rather than as a separate job, as the walls are already open.
For homes where GI pipes run through multiple bathrooms and the kitchen, a whole-house re-pipe may be more cost-effective. See our re-piping cost guide → for full-house benchmarks.
PJ homeowners renovating older terraces often have the opportunity to significantly upgrade both function and aesthetics. Popular choices for the typical PJ mid-range renovation include:
| Item | Budget option | Mid-range option | Premium option |
|---|---|---|---|
| Floor & wall tiles | 300×300 or 300×600 standard ceramic, RM3–RM6/pc | 600×600 porcelain or wood-look, RM8–RM18/pc | Large-format 600×1200, stone-look or terrazzo, RM18–RM45/pc |
| Toilet | Local brand (Duravit-copy), RM350–RM600 | Roca, Toto mid-range, RM800–RM1,800 | Toto/Kohler wall-hung rimless, RM2,500–RM4,500 |
| Basin & vanity | Counter-top basin + PVC cabinet, RM600–RM1,200 | Semi-recess basin + solid-surface top, RM1,500–RM3,000 | Custom floating vanity, RM3,500–RM7,000 |
| Shower screen | Aluminium-frame clear glass, RM800–RM1,500 | Frameless or semi-frameless, RM1,500–RM3,000 | Frameless swing + fixed panel, RM3,000–RM5,000 |
| Water heater | Instant water heater, RM350–RM650 installed | Storage 25L heater, RM900–RM1,500 | Heat pump water heater, RM3,000–RM5,000 |
For the master bathroom of an owner-occupied PJ terrace, mid-range sanitaryware pays for itself in longevity and daily comfort. For a rental unit, budget brands on the toilet and basin are perfectly serviceable — invest more in the tiles and waterproofing instead.
Petaling Jaya is governed by Majlis Bandaraya Petaling Jaya (MBPJ). For landed homes, structural modifications require MBPJ building plan approval under the Street, Drainage and Building Act 1974, but cosmetic bathroom renovations (re-tiling, new fittings, re-piping within the unit) generally do not require MBPJ permits. Always confirm with MBPJ if in doubt.
For strata or condo properties in PJ (such as units in Kelana Jaya, Damansara Damai or Tropicana), the Joint Management Body (JMB) or Management Corporation (MC) rules apply under the Strata Management Act 2013. Before any wet works begin, you will typically need to:

| Property type | Top priority | Second priority | Often deferred |
|---|---|---|---|
| 1960s–1980s terrace (SS, PJS) | Full waterproofing + GI re-pipe | Full tile hack and relay | Vanity upgrade, feature tiles |
| 1990s–2000s terrace (Damansara Utama, Taman Megah) | Waterproofing membrane renewal | Tile replacement + new sanitaryware | Re-piping (unless rust visible) |
| Condo pre-2010 (Kelana Jaya, Section 17) | Full hack + waterproofing | Tile + glass screen + vanity upgrade | Re-piping (assess pipe condition) |
| Condo post-2010 (Ara Damansara, Tropicana) | Tile + sanitaryware refresh | Waterproofing membrane (if hacking) | Full re-pipe (unlikely needed) |
An illustrative mid-range budget for a first-floor bathroom (~45 sq ft) in a 1975-era SS4 linked terrace. This is a planning guide, not a fixed quote:
| Item | Indicative cost | Notes |
|---|---|---|
| Full hack (tiles + screed to substrate) | RM1,800 | Including GI pipe exposure |
| Replace GI supply pipes with PPR | RM3,500 | Shower, basin, toilet supply; includes hacking channel in wall |
| Liquid membrane waterproofing | RM1,800 | Floor + 250 mm wall upstand |
| Wall & floor tiling (mid-range 600×600) | RM5,500 | Supply + lay |
| Toilet (Toto mid-range) | RM1,200 | Including installation |
| Basin + semi-custom vanity | RM2,200 | Solid-surface top |
| Frameless glass shower screen | RM2,000 | Swing panel + return |
| Instant water heater | RM600 | Including wiring |
| Labour, grouting, silicone sealing | RM1,500 | No point relocation |
| Total | ~RM20,100 |
Without the re-piping (if pipes are inspected and found in acceptable condition), the same bathroom comes in around RM15,000–RM17,000. A premium version with large-format tiles, a rain shower and full custom vanity would add RM6,000–RM10,000 to the above.
