ClickBina carries out house defect inspections across Kuala Lumpur and Selangor: new condos and landed homes at vacant possession (VP) and during the defect liability period (DLP), subsale units before you buy, homes after a renovation, and common property for JMBs and MCs. You get a written defect list you can send to the developer, the seller or your contractor — and because we are a renovation contractor, the same team can quote to put right whatever the developer does not.

Most defects are cheapest to fix in the first weeks after VP, while the developer is still responsible for them. Under the HDA sale and purchase agreement the DLP is 24 months from vacant possession, and defects have to be reported in writing — so the quality of the list you submit matters. A list that says “bathroom leaking” gets a coat of paint; a list that names the room, the element, the test and the photo gets a repair.

An inspection is one visit. We work through every room in order, test every point that can be tested on the day, and record each defect with its location and a photo reference. Tools a defect inspection uses

  • A strong torch held flat to walls and ceilings (raking light) to show patch repairs and uneven finishes.
  • A tapping tool — the end of a key, a coin or a small mallet — for hollow tiles.
  • A plug-in socket tester for every power point, and the RCCB test button at the DB box.
  • A bucket of water for pour and flow tests, and the water meter for a hidden-leak check.
  • A moisture meter as a pointer to where to look harder — a reading is supporting evidence, not a verdict.
  • A camera, so every defect has a photo reference; a spirit level and tape for falls and gaps.

Where a leak needs tracing, our leak detection service uses moisture mapping, thermal imaging, meter and pressure tests and dye tests — a separate, paid visit.

What the defect report contains

A useful defect report is something the developer, the seller or a contractor can act on without another visit. Ours is built around a numbered defect list:

  1. Cover: the property, the inspection date and your VP date.
  2. A numbered list grouped by room: element, the defect, a photo reference and a severity — urgent, to report, or cosmetic.
  3. A column you can use when you write to the developer, so each item is stated clearly and in writing.
  4. A repair estimate column only if you ask ClickBina to quote the rectification.

Process and timeline, aligned with the DLP

  1. Book. WhatsApp us your unit type, size and VP date. We reply within the hour.
  2. Inspect. One visit: every room, every point that can be tested on the day.
  3. Report. You receive the written defect list with photo references.
  4. Submit in writing. You send the list to the developer in writing, within the DLP — 24 months from VP (see the DLP guide).
  5. Developer repairs. The developer makes good, typically within 30 days of your written notice.
  6. Re-inspect. We check the repairs before you sign them off — poor repairs go back on the list.
  7. Escalate or fix. If the developer refuses, the Tribunal for Homebuyer Claims hears claims up to RM50,000, filed within 12 months of the CCC, the end of the DLP or the termination of the SPA (see developer won’t fix). Anything outside the developer’s scope, we can rectify.

Subsale purchases are not covered by the HDA’s DLP; the report is then your evidence to ask the seller to repair, reduce the price or disclose (see hidden defects after buying).

Defect Inspection — Common Questions

When should I book a defect inspection?
Ideally just before or right after key collection, so your first written defect list is complete. Defects can be reported throughout the DLP, which runs 24 months from vacant possession, so a second inspection before it ends catches defects that appear later, such as cracks, leaks and popped tiles.
Can you inspect after I have moved in?
Yes. Furniture and stored items limit what can be seen, so the earlier the better, but an occupied unit can still be inspected room by room. The DLP keeps running from the VP date either way.
Do you deal with the developer for me?
You submit the defect list to the developer in writing, which is what the DLP process requires; our report is written so each item can be stated clearly. We then re-inspect the developer’s repairs if you want a check before you sign them off.
What if the developer refuses or repairs poorly?
Send a written notice; the developer typically has 30 days to make good. If it still refuses, the Tribunal for Homebuyer Claims hears claims up to RM50,000, filed within 12 months of the CCC, the end of the DLP or the termination of the SPA. Do you inspect subsale units before I sign the SPA?
Yes. A pre-purchase inspection looks for hidden leaks, hollow tiles, wiring and wet-area problems before you commit. The HDA’s DLP does not cover a subsale, so the report is your basis to ask the seller to repair, reduce the price or disclose.
Do you check a renovation done by another contractor?
Yes. A handover inspection before the final payment gives you a written snag list to agree with your contractor — finishes, tiles, wet areas, carpentry, doors, windows and every point.
Do you work for JMBs and MCs?
Yes. Common property has its own DLP, which starts from the VP of the individual units or the CCC, whichever is later. We help the committee document common-area defects so they can be put to the developer in writing.
How long does an inspection take?
It is one visit. The time depends on the unit size, the number of wet areas and whether it is a strata unit or a landed home with a roof space and external areas; we confirm it when you book.
