An electrical safety inspection is a registered electrician going through your home’s wiring the way a good mechanic goes through a used car before you buy it — not to talk you into a rewire, but to tell you honestly what is safe, what is simply ageing, and what is an actual hazard that needs attention now. A proper visit reads the incoming supply and the distribution board (the “DB box” or fuse box), tests the earth-leakage protection, checks a sample of sockets and switches for heat and correct polarity, looks over the visible cabling and its condition, and flags anything that has been bodged, overloaded, or run in the wrong material. On a fuller inspection the electrician also carries out instrument tests — insulation resistance, earth continuity, loop impedance — and hands you a written report you can act on or negotiate with. The whole exercise exists to catch the two silent killers before they cause a fire or a shock: counterfeit CCA cable pretending to be copper hidden inside your walls, and a faulty earth-leakage breaker that no longer trips. Neither shows itself in daily use — the lights still turn on either way — which is precisely the point.
This is the one most homeowners have never heard of, and it is the reason the anti-scam angle sits at the heart of this guide. Genuine fixed domestic wiring should use a solid or stranded pure-copper conductor. The cheap swap is CCA — copper-clad aluminium: an aluminium core with only a thin skin of copper plated over it. Once it is inside the sheath and pulled through the wall, CCA looks identical to real copper cable; the customer cannot tell, and that is exactly why some cut-price operators use it and pocket the difference. The problem is physics. Aluminium has meaningfully higher electrical resistance than copper for the same size of conductor, so CCA runs hotter for the same load and drops more voltage along the run. Worse, aluminium is soft, it oxidises, and it “creeps” — it slowly cold-flows out from under the pressure of a screw terminal — so connections that were tight on day one work loose over the months, and a loose connection is a hot connection. None of this makes aluminium “evil” — large properly-engineered supply cables use aluminium by design. The scam is specifically CCA being sold and priced as full copper for ordinary house wiring, where it does not belong. An inspection is often the only way an owner ever finds out, because the fraud is invisible the moment the wall is closed up.
You do not need to be an electrician to sanity-check cable, and a few habits go a long way. Reputable cable is printed along the sheath with the maker’s name, the conductor size and the standard it is made to, and quality brands carry SIRIM approval — blank, unbranded cable off a no-name drum is a red flag on its own. Real copper is a warm reddish colour and is noticeably heavy; strip an end and a CCA conductor shows a silvery aluminium core under the thin copper, where pure copper is copper all the way through. On a job you are paying for, the simplest protections are the honest ones: ask for the cable brand and specification to be named in the written quote, buy through a contractor who works with established brands, and do not chase the lowest number blindly — a quote that is far cheaper than the rest is usually cheaper for a reason, and cable is the easiest place to hide the saving. A registered electrician has no reason to hesitate over showing you the drum the cable came off. The ELCB / RCCB (earth-leakage circuit breaker, also called an RCCB or RCD) is the single device standing between a wiring fault and a fatal shock. Its job is narrow and vital: it senses current leaking to earth — for example, through a person touching a live faulty appliance — and cuts the power in a fraction of a second, fast enough to save a life. Every ELCB and RCCB has a small test button marked “T” or “TEST”, and the accepted habit is to press it roughly once a month: it should trip the breaker off instantly. If you press it and nothing happens, the device is dead — and here is the trap that catches people: your power still works perfectly, so everyone assumes it is fine, when in fact you have been living with no shock protection at all. An inspection always includes this test, because it is the one safety check most homes never do. There is also an ugly shortcut to be aware of. When a house suffers nuisance tripping, a lazy or dishonest handyman will sometimes “fix” it by bypassing or removing the ELCB so it stops tripping. Never allow this. The tripping is a symptom of a real earth fault — often a failing water heater or damp wiring — and the cure is to find that fault, not to disable the device that is trying to protect you. Anyone who reaches for the bypass instead of the diagnosis should not be touching your board.
The other everyday hazard is simple overload: too much load piled onto a circuit that was never designed for it — a bank of daisy-chained extension boards behind the TV, a portable heater and a kettle on the same socket, a modern kitchen full of high-draw appliances on wiring laid out decades ago. Overload shows up as heat, and heat degrades insulation until something fails. Your home usually warns you first, if you know what to read:

That last row is the common one, and the good news is that it is cheap to cure: rather than living on a spaghetti of extension cords, it is safer and tidier to add proper power points where you need them, spread across circuits that can take the load.
Age is the single biggest predictor of what an inspection will turn up. Homes wired before the 1990s often carry rubber- or cloth-insulated cabling whose insulation goes hard and cracks with the decades of Malaysian heat, leaving bare conductors waiting for a fault. Many have two-pin sockets and no earth wire throughout, which modern earthed appliances were never meant to run on, and plenty predate the ELCB entirely, so there is no earth-leakage protection at all. On top of that, wiring designed for a 1980s household — a few lights, a fridge, a fan — is now asked to run air-conditioners, water heaters, induction hobs and a houseful of chargers, a load it was simply never sized for. None of this means the house is unliveable; it means the electrical system deserves an honest assessment so you can prioritise. Sometimes the answer is a targeted upgrade — a modern consumer unit, a few dedicated circuits; sometimes, where the cabling itself is degraded throughout, the real fix is a full or partial rewire. An inspection tells you which, before you spend.
For anyone renting out a property, the electrical wiring is not just a maintenance item — it is a liability question. A tenant injured by faulty wiring, or a fire traced to an unsafe installation, lands squarely on the owner, and an insurer will look hard at whether the installation was safe and whether any past electrical work was done by a licensed hand. Unlicensed or bodged wiring can give an insurer grounds to dispute a fire claim, which is a far more expensive problem than the inspection that would have caught it. That is a mistake on an older property, because rewiring is one of the more expensive things you can inherit, and it is invisible on a viewing.
