Planning sockets for a renovation? Here are the distances Suruhanjaya Tenaga’s guideline really sets, the appliances that need their own connection, and why the height figures you hear are a UK reference.

Malaysia’s domestic wiring guideline does not set a general height for sockets or light switches. What Suruhanjaya Tenaga’s guideline (GP/ST/No.39/2024) does fix is distance: sockets at least 300 mm horizontally from a sink or tap, at least 200 mm from a gas outlet, and none above the hob; its kitchen drawing shows worktop sockets 150 mm above the worktop. Water heaters, electric cookers above 3 kW, air-conditioners and water pumps have connection rules of their own. For heights, the usual reference is England’s Approved Document M, which puts switch and socket centre lines 450–1,200 mm above the floor — a UK accessibility benchmark, not Malaysian law.
Suruhanjaya Tenaga (ST), the Energy Commission, publishes the domestic wiring guideline that Malaysian home wiring follows: GP/ST/No.39/2024. It is specific about distances from water and gas, about which appliances need their own connection and about where cables may run. It does not give a general mounting height for sockets or light switches, and for the DB box it asks only that the main switch be easily reachable by an adult. The rules it does set for socket positions:

The illustration in Suruhanjaya Tenaga's domestic wiring guideline (Rajah 6.15, GP/ST/No.39/2024) shows kitchen worktop sockets set 150 mm above the worktop, with no socket within 300 mm of the sink edge and no socket or accessory in the space above the gas or electric hob. The guideline's text sets the 300 mm sink rule; the 150 mm height is how its own drawing shows it.
The minimum safe distance between a socket outlet and a gas outlet is 200 mm, per Suruhanjaya Tenaga's domestic wiring guideline (para 6.3(c), GP/ST/No.39/2024, citing Health Technical Memorandum HTM 2022-02).
In practice that means drawing the socket run along the worktop away from the sink, keeping the hob wall clear, and fixing the fridge, microwave and hood points at the carpentry-drawing stage, before the cabinets are made. An electric or induction hob is a separate question: see the cooker rule under appliances that need their own connection.
The 300 mm rule is written for “a sink, tap or similar”, so it matters at a bathroom basin as much as at the kitchen sink. Where water is involved the protection gets stricter too. Under regulation 36 of the Electricity Regulations 1994, as tabulated in Suruhanjaya Tenaga's domestic wiring guideline (Table 7.2), the residual current device protecting a circuit must be no less sensitive than: 10 mA where the floor is likely to be wet or the location has low resistance — ST's examples are pools, fence and garden lights and water heater circuits; 30 mA where hand-held appliances are or may be used — socket-outlet circuits; and 100 mA for other circuits — lighting, fans and air-conditioners.
Water heaters are the case most homeowners meet. A water heater circuit must be permanently connected to a 20 A or 32 A breaker or fuse with a residual current device of not more than 10 mA, and the heater needs a double-pole or isolating switch. A plug and socket must not be used to connect it (ST guideline GP/ST/No.39/2024, para 9.1(h)). So a heater that plugs into a socket should be put right, and a new heater point is a circuit, not a socket. Our water heater installation guide covers the job.
Because ST’s guideline gives no general height, contractors fall back on habit or on foreign references. The most useful published one is England’s, and it is for reach and accessibility, not safety. As a reach-range reference (not a Malaysian rule), England's Approved Document M puts the centre line of switches and sockets — door bells, light switches, power sockets, TV and phone points — between 450 mm and 1,200 mm above floor level in new homes.
England's Approved Document M mounts consumer units (the DB box) so the switches are 1,350-1,450 mm above floor level — a useful reference, since Malaysia's ST guideline only requires the main switch to be easily reachable by an adult. Suruhanjaya Tenaga's guideline requires the distribution board's main switch to be at a height an adult can reach easily, with boards to MS IEC 60670 (para 6.2(d), GP/ST/No.39/2024). It does not set a numeric height.

For a family with an elderly member or a wheelchair user, the UK reach range is a sensible brief to give your contractor. For everyone else, the practical test is furniture: agree the heights once the bed, desk, TV console and kitchen cabinets are drawn, not before.
For general 13A socket circuits in a home, Suruhanjaya Tenaga's guideline (Table 6.3, GP/ST/No.39/2024) gives: a ring circuit on a 30 or 32 A breaker with 2.5 mm2 copper cable serving up to 100 m2 of floor area; a radial circuit on 30 or 32 A with 4.0 mm2 cable, up to 75 m2; and a radial circuit on 20 A with 2.5 mm2 cable, up to 50 m2. Fixed appliances are excluded and get their own circuits.

So the question when you add points is not only where they go but which circuit feeds them. A circuit already serving its full floor area needs a new circuit, not one more spur. Our guide to adding power points explains how the job is priced and done.
Lights installed outside a house must be weatherproof and waterproof, and lights inside a swimming pool must be Separated Extra Low Voltage not exceeding 12 V AC, using underwater fittings to IEC 60598-2-18 (ST guideline GP/ST/No.39/2024, para 9.1(f)).
The RCD rules above put garden and fence lights on the most sensitive protection, 10 mA, and socket circuits, including an outdoor socket, on 30 mA. An outdoor point should be a proper weatherproof fitting, not an indoor socket in an exposed spot.
Suruhanjaya Tenaga's domestic wiring guideline (para 6.3(b), GP/ST/No.39/2024) sets the permitted cable routes: horizontal runs within 150 mm of the concrete ceiling; vertical runs within 150 mm of a wall end or corner; no vertical run within 150 mm of a window or door frame; and the cable feeding a wall switch or socket runs vertically above it. Treat these zones as the places to expect a cable before drilling — but a detector check is still needed, because older or non-compliant wiring does not always follow them.
This is also why the cable to a new socket normally runs straight up from it to the ceiling: that vertical strip above every socket and switch is the one place a picture hook or shelf bracket should never go.
All wiring inside a house must run in conduit or trunking, whether on the surface or concealed, and surface wiring must be protected by conduit or trunking using PVC + CPC cable (ST guideline GP/ST/No.39/2024, paras 6.2(e) and 8.6). Conduit is filled to a 40% space factor and trunking to 45% (para 8.2).
Concealed points look original but mean chasing and patching the wall; surface trunking is quicker and cleaner to install but stays visible. Both are allowed, as long as the cable is inside conduit or trunking.
Electrical work in Malaysia must be carried out by a wireman registered with Suruhanjaya Tenaga (Energy Commission), and you can check a registration on ST’s e-COS register (linked below). Form G (supervision and completion) and Form H (test) stay valid only while the wiring is unchanged; if additional wiring is done they are automatically void and new forms must be issued, and reissue for a domestic installation must be done by an electrical contractor and competent person (ST guideline GP/ST/No.39/2024, para 11.2(e)-(g)).
