Committee asked about an MSB thermal scan? Here is what the switchboard does, what a scan finds and misses, and how to run the shutdown that follows.

The main switchboard (MSB) is where a condo's incoming supply is split and protected before it feeds the risers, the common areas, the lifts and pumps. Most MSB failures start as heat at a loose, corroded or overloaded connection, and a thermal scan finds that heat while the board is running, without touching anything. A scan is a screening tool, not a full service: it has to be done under normal load by a competent person, and the hot spots it finds are then fixed during a planned shutdown. Work on the installation is for a wireman registered with Suruhanjaya Tenaga, with larger installations supervised by a registered chargeman. In a strata building, electricity arrives from the utility, passes the metering and then enters the main switchboard. From there it is split into outgoing circuits, each with its own protective device, that feed the rest of the building. When a committee talks about “the MSB”, it usually means this board and the room it sits in.

Switchboards rarely fail without warning. The usual story is a connection that slowly gets hotter until it burns, trips or damages the equipment around it. Common causes:
The warning signs residents notice are a burning smell near the switch room, repeated tripping of the same common-area supply, discoloured or crackling equipment, and lights that dim when a lift or pump starts.
A thermal (infrared) camera shows surface temperature as an image. Pointed at a switchboard that is carrying its normal load, it shows connections and devices that are hotter than their neighbours, which is where a fault is developing. Because the camera does not touch anything, the board keeps running while it is scanned.

A useful report is more than a folder of colourful images. Each finding should have an ordinary visible-light image and a thermal image of the same spot, the load at the time, a description of the component, and a priority. The table shows how findings are commonly read.

Ask for the findings as a ranked defect list with a recommended timeframe for each, then track that list at committee meetings until every item is closed.
Fixing what the scan finds, and most hands-on MSB servicing, needs the board isolated, which means some or all of the building loses power for a period. A well-run shutdown is mostly communication:

Wiring and electrical installation work in Malaysia must be carried out by a wireman registered with Suruhanjaya Tenaga (the Energy Commission) under the Electricity Supply Act 1990, and larger or higher-capacity installations fall under the supervision of a registered chargeman. In practice, ask any contractor to name the registered person who will supervise your installation and to show their current registration, and confirm anything unclear with Suruhanjaya Tenaga directly.
Keeping the switchboard safe is part of maintaining common property, so it belongs in the JMB or MC's planning rather than in emergency spending. Keep a file with the scan reports, the defect list and its status, shutdown notices and the registration evidence of whoever did the work.
