Strip away the marketing and there are four components in one housing at the top of a pole. A photovoltaic panel collects energy during the day. A battery stores it. An LED module produces the light. A controller decides when to switch on, how bright to run, and how to protect the battery. Some units add a motion sensor so the light runs low until someone walks past, and some add remote monitoring.
The important structural point is that there is no cable. A conventional compound light is a luminaire at the end of a circuit that runs back to a distribution board, and on a mature landscaped site the trench, the ducting, the reinstatement and the board work are frequently more expensive than the lights themselves. A solar unit trades all of that for a battery you will eventually replace. That is the whole economic case, and it is a good one in the right place and a poor one in the wrong place.
Two families exist. All-in-one units put everything in a single head — simple to install, simple to swap, and the format this page is about. Split systems mount the panel separately from the light and often put the battery in a ground enclosure — more flexible where the best sun and the best light position are not the same place, more parts to specify and maintain. Ask which you are being quoted, because they are not directly comparable. Solar lighting is not a whole-site replacement strategy. It is a tool for locations where running a cable is disproportionately expensive or disruptive, and for locations that currently have no light at all because of exactly that. Map your site before you shop.

This is where committees lose money. Solar street lights are sold on photographs and a headline claim, and two units that look identical can behave completely differently on the fifth consecutive overcast evening. The defence is a specification that obliges the supplier to write the numbers down, in the quotation, so that the quotation becomes the thing you can hold them to. This page deliberately does not print values — they belong to the product, and any figure invented here would be worse than none.

A solar light is the only light on your site whose performance depends on where you put it. Everything else just needs a cable.
Shade is decisive. A unit under a mature tree canopy, beside a tall block that casts an afternoon shadow, or tucked against a perimeter wall will underperform its specification permanently, and no amount of warranty argument changes that. Walk the proposed positions at more than one time of day before ordering. Remember that landscaping grows — a position that is clear today may be shaded in three years, which makes tree management part of the lighting plan, not a separate matter. The pole is a structure. It carries a panel that acts as a sail, a battery with real weight at height, and it stands in an open compound during a Klang Valley squall. The foundation detail belongs on a drawing, with the excavation, concrete, bolt cage and any reinstatement of paving or turf priced as their own line. Ask what the pole and foundation are designed for, and never accept lights bolted to whatever was convenient. Position for the task. Light the route people walk, not the grass beside it. Consider spill into ground-floor units — a light that solves a path complaint and creates a bedroom complaint has not helped the committee. Every part of a solar street light can last a long time except one. Panels degrade slowly, LEDs degrade slowly, poles last as long as their coating. The battery is the part that wears out, and it wears out faster in our heat than in the climate most product literature assumes.
That has three consequences a committee should plan for. First, ownership cost is a replacement schedule, not a purchase price — ask the supplier to state the expected service life and the conditions that assumes, and to quote the replacement battery as a priced item at the time of purchase. Second, replaceability is a design feature: a unit whose battery can be swapped at height by a technician with the right part is a maintainable asset, and a sealed unit that must be replaced whole is a disposable one. Ask which you are buying, and ask how the old battery is disposed of. Third, the spares path matters more than the brand name. A committee that cannot obtain a replacement part in year four owns a row of poles with nothing on top of them.
Write the replacement cycle into the maintenance plan at the point of purchase, and fund it. That single act is what separates compounds where the solar lights still work from compounds where they became an embarrassing line in the AGM minutes.
A row of poles standing alone in an open compound, each with electronics on top, in one of the more lightning-active parts of the world, is a situation that deserves thought rather than optimism. Ask whether surge protection is fitted, what it protects, and whether it is a replaceable component. Ask what the warranty says about damage from surge and from storm, because that is frequently where the exclusion sits. The rest of the environment matters too. Coastal and industrial air attacks fixings and housings; ask what the supplier warrants for your location rather than in general. Dust and grime on a panel reduce output gradually and invisibly, and because nothing visibly fails the decline goes unnoticed until the light starts dying early — so panel cleaning belongs in a written maintenance schedule rather than in the list of jobs nobody owns. For a JMB or MC, this is the question that decides whether the project happens this year or in three years, and getting it wrong creates a dispute that outlives the lights.
Broadly, routine running and repair of existing common property is maintenance-account work, while capital works and the replacement of major assets belong to the sinking fund, and anything beyond what either can carry means a special levy with the resolution that requires. Two governance points to settle in the same meeting. Three quotations that each say “supply and install 20 solar street lights” are not comparable, and a committee that awards on the lowest of them is buying the least specified product on the market. Issue a scope, not a request for a price.

A solar light installed and forgotten becomes a dark pole. The maintenance is light but it is not zero, and it should be a written schedule from day one rather than a reaction to complaints.
An annual visit realistically covers cleaning the panel, checking the fixings and the pole base, inspecting the housing seals, testing the switch-on and the dimming profile, reading whatever the controller reports, and writing down the condition of every position. That last part is what lets a committee see a fleet ageing rather than discovering it. On warranty, insist on separate terms for the luminaire, the battery, the panel, the controller and the pole, because they have genuinely different lives. Insist also on a stated response time and a named escalation contact, and read the exclusions — storm, surge, vandalism and shading are the four that usually appear.
