The meter on your boundary is not yours. The one you fit inside to work out what each room, unit or tenant used is. Confusing the two is the most expensive mistake in this whole subject — here is the line between them.

Water supply in Malaysia is a licensed, regulated service. SPAN (Suruhanjaya Perkhidmatan Air Negara) is the national water services commission, and the operator that actually supplies your premises — Air Selangor (Pengurusan Air Selangor Sdn Bhd) across the Klang Valley, and its equivalents in other states — owns the meter that your account is billed from. That meter is their equipment sitting on your land, and it is sealed for that reason.
The practical consequences are worth stating plainly, because they are what people get wrong. You do not replace it because you think it is over-reading; you report it and let the operator test it. You do not move it because it is inconveniently placed for your new boundary wall; you apply to the operator. You do not break the seal, bypass it, or allow a plumber to do so on your behalf — interfering with a revenue meter is treated seriously by the industry and this guide will not be drawn on what happens next, because that is a matter for the operator and the regulator, not for a contractor’s opinion. What you can and should do is keep the meter accessible, keep it visible, read it yourself regularly, and know exactly where your stop valve is.
Everything downstream of the revenue meter is your pipework, and you may measure it however you like. That is what a submeter is for. The distinction below is the one to hold on to through the rest of this page.

A submeter changes only who inside your building pays which share of that bill — and, if you watch it, how quickly you notice that something is leaking.
Four situations account for most submeter installations in the Klang Valley. The first is shared occupancy: a house or unit let by the room, where a single water account covers tenants with wildly different usage, and splitting the bill equally is a permanent source of argument. The second is commercial subdivision — a shoplot or a floor split into several tenancies off one supply, where each tenant should carry its own consumption. The third is a management body wanting to see where water is actually going in a building, which is as much a leak-detection tool as a billing one: a submeter that ticks over at three in the morning when nobody is drawing water is telling you something no invoice will. The fourth is plant and process — a cooling tower, an irrigation system, a laundry or a kitchen — where the owner wants that consumption isolated from everything else. In every one of these, the submeter earns its keep only if someone actually reads it on a schedule.
A submeter goes on your own pipework, downstream of the revenue meter, on the branch serving whatever you want to measure. That sounds simple and often is not, because Malaysian domestic plumbing is frequently arranged for convenience rather than for measurement. In a house let by the room, one riser may feed two bathrooms on different floors and the kitchen; in a subdivided shoplot, the original single supply may have been branched repeatedly without a drawing. The survey question is therefore not “where does the meter go” but “can this pipework be measured at all as it stands, and if not, what has to be re-routed first”.
Three constraints do the most damage to a naive plan. A meter needs straight pipe before and after it, and needs mounting the right way up and the right way round — a meter squeezed between two bends will not read properly. It needs isolation valves on both sides so it can be read, serviced and replaced without draining the building. And it needs to be accessible to whoever reads it: a meter buried in a ceiling void, behind a tenant’s locked door, or inside a cabinet nobody can open is a meter that will not be read, which is a meter that will eventually be disputed. Submetering is plumbing, and it is judged as plumbing. The pipework has to be cut into, supported, joined in materials compatible with what is there, pressure-tested, and made good. A meter installed in a pipe run that then weeps at the joint has cost you more than it will ever save. Insist on a handover record, because a submeter without documentation causes arguments for years. It should show: the meter make, model and serial number; the date of installation; the opening reading at installation, photographed; which outlets that meter serves, described in words and ideally marked on a simple schematic; where the isolation valves are; and who read it and when. If several submeters go in at once, label each physically at the meter, matching the schematic. And keep a photograph of every meter at every reading date — a dated photograph settles a dispute that a handwritten number never will. The most common failure in submetering is not technical. It is that the numbers stop adding up and nobody notices for six months. Set the routine before the meters go in: who reads, on which day of the month, how the reading is recorded, and who checks it.
Then do the one check that catches almost everything — reconcile. Add the consumption of every submeter for the period and compare it with the consumption on the revenue meter for the same period. The two will never match exactly, because some outlets are unmetered by design (a common tap, a garden hose, a flushing point) and because reading dates rarely align perfectly. What matters is the size and the direction of the gap over time. A stable small gap is your unmetered baseline. A gap that grows month on month is either an unmetered outlet somebody has started using heavily or, far more often, a leak on the unmetered section. Metering tells you how much; the tenancy agreement decides what you may do about it. Put the basis in writing before the tenant moves in, not when the first dispute arrives. The agreement should state which meter is read, the date it is read, the rate applied, how the charge appears (separately, not folded into rent without explanation), who reads the meter and whether the tenant may witness it, what happens if a reading is missed, and how a disputed reading is resolved. Photograph the meter at the start and end of every tenancy as part of the inventory and handover record.
On the rate itself, be careful and be conservative. Water supply is a licensed, regulated service, and what a landlord may charge a tenant for water is not a matter this guide will rule on. If you intend to on-charge at anything other than a straightforward pass-through of what the operator charged you for that consumption, take proper advice first — and in a strata building check the by-laws as well, because the management body may have its own rules. What you should never do is treat a water charge as a lever: disconnecting or restricting a tenant’s water over a billing dispute is a serious step and belongs nowhere near a self-help remedy.
Many Malaysian strata developments are supplied through a bulk arrangement: the operator bills the management body for the whole development, and the management body apportions that bill to parcels, commonly using per-unit meters. That makes the management body an operator of a metering system whether it thinks of itself that way or not, with all the obligations that implies — meters maintained, readings taken on a schedule, records kept, and the difference between the bulk meter and the sum of the parcels understood and explained at the AGM.
That difference is the number to watch. Water used in common areas — landscaping, washing down, the pool, cooling plant — is legitimately unmetered or separately metered, and it should be reasonably stable. A growing unexplained gap on a strata bulk supply is usually a leak on common property, and it is expensive precisely because nobody sees it: an underground run, a tank overflow left running, or a faulty float. When a bill jumps, the meter is the first suspect and almost never the culprit. Work through the table below before you accuse anyone of anything, and note that the classic test costs nothing: close every tap and appliance in the premises, then watch the meter. If it is still turning, water is leaving the system somewhere you cannot see.
