Start at the meter, not at the wall. This is the sequence that turns a suspicious bill into a located leak — and tells you the point at which guessing gets more expensive than testing.

A high bill is evidence of consumption, not evidence of a leak. Half an hour spent ruling out the ordinary explanations will save you a detection fee often enough to be worth doing first, and none of it requires a tool.

The first mistake people make is comparing ringgit to ringgit. Water is usually billed in tiered blocks, so consumption and cost do not move together: a modest rise in volume can push part of your usage into a higher block and produce a bill that looks far worse than the underlying change. Comparing money exaggerates some months and hides others.
Find the consumption figure on the bill instead — the volume in cubic metres, along with the opening and closing meter readings and the number of days covered. Then build a simple comparison: this period against the same period last year, and against the two or three periods before it. What you are looking for is a step change that persists. A single high period followed by normal ones is an event. Three or four periods that have all moved up together and stayed up is a leak, and the size of the step tells you roughly how much water is escaping.
Keep the bills. If it does turn out to be a leak, that record of when the step happened is genuinely useful — it narrows down what changed in the house at that time, and it is the difference between “something is leaking” and “something started leaking around the time we redid the yard”.
This is the test that turns a suspicion into a fact, and it is free.
One caution. A meter that does not move over an hour has not exonerated the plumbing; it has only excluded a leak fast enough to show in an hour. If the bill is high and the hour-long test is clean, run it overnight before you conclude anything.
If the meter moved, the next question is whether the water is escaping inside your property or in the buried run between the meter and the house. That distinction changes who does the work and how much of your garden gets dug up, and one valve settles it.
Find the main stop tap that controls the whole property — usually near the meter, sometimes at the boundary, occasionally just inside the house where the supply enters. Close it fully. Then watch the meter again for at least half an hour.
While you are at the stop tap, note its condition. A valve that will not close, or that will not reopen without leaking, is a job in its own right and is worth doing before anyone starts hunting for anything else.
If the leak is inside, the same logic now works in miniature: close one thing at a time and re-test. Each closure that stops the meter has found the branch.
Work methodically and write down each result. A leak that survives every isolation you can make is a leak on the main run inside the walls or under the slab, and that is precisely the case detection equipment exists for.
This is the single most useful idea on the page, and it eliminates whole categories of suspect in one line: the meter only sees water that leaves the supply side.
A supply-side leak is on a pressurised pipe carrying clean water before it reaches a fixture. It runs continuously whether or not anyone is home, it drives the meter, and it drives your bill. A cracked pipe in a wall, a weeping joint under the slab, a running cistern, a jammed ball valve in the roof tank: all of these are supply-side, and all of them are visible to the meter.
A waste-side leak is on a drain: the trap under a basin, a floor waste, a soil pipe, a shower waste. It only leaks while that fixture drains, it carries water you have already paid for, and it does not move the meter. So a waste leak makes a wet ceiling but never makes a high bill.
Two conclusions follow, and both save money. If the bill is high, the leak is on the supply side, so stop looking at drains. And if you have a wet ceiling but a completely still meter, the cause is waterproofing or a waste pipe, not a supply pipe — which is where floor trap and pipe penetration leaks and an upstairs bathroom leaking through a ceiling become the right pages. A high bill and a wet ceiling together, on the other hand, point firmly at a supply pipe.
The most common expensive leak in a Malaysian home makes almost no noise and leaves no wet patch anywhere. A water closet whose flush valve or flapper is not seating lets water trickle continuously from the cistern into the pan and away down the soil pipe. It is supply-side, so it drives the meter and the bill, and because the water is going where water is supposed to go, nothing ever looks wrong.
The dye test finds it in half an hour. Lift the cistern lid, drop in a few drops of food colouring or a dye tablet, and do not flush. Come back after twenty to thirty minutes and look in the pan. Colour in the pan means the cistern is passing water into it continuously. Repeat for every water closet in the house — a rarely used guest toilet is a favourite hiding place precisely because nobody is in the room to notice.
While the lid is off, check two more things: whether the water level is sitting above the overflow tube, which means the fill valve is not shutting off and water is running away down the overflow, and whether you can hear a faint continuous hiss, which is the same fault. Both are inexpensive parts and both are among the fastest paybacks in plumbing.
Landed houses and many older units have a storage tank in the roof space or on a stand. When its ball valve fails to close, the tank keeps filling and the surplus leaves through the overflow pipe — which discharges outside, often at the back of the house where nobody looks. The meter runs continuously, the bill climbs steeply, and inside the house everything is completely normal. It is one of the largest leaks a home can have and one of the least visible.
Check it directly. Look at the overflow discharge point outside on a dry day: any trickle or wet stain there is the answer. Then look in the tank, if it is safe to reach, and see whether the water level is above the ball valve shut-off point or whether the valve is visibly passing water. Isolating the tank inlet during the meter test, as in the isolation sequence above, confirms it.
While you are up there, check the tank itself for a crack or a weeping seam, and check the lid. Notice how many of those are found by isolation rather than by equipment. That is the point of working through the sequence before paying anybody: you are not trying to find the leak yourself, you are trying to hand a professional a short list instead of a whole house. A detection visit that starts with “the meter runs, it survives every isolation except the main run, and the hot line feels warm underfoot in the hallway” is a much shorter visit than one that starts with “my bill is high”.

Two things are worth doing on the utility side while you work through the tests, and both are free.
Check whether the reading was actual or estimated. Bills commonly indicate this, and an estimated period followed by an actual one produces exactly the pattern that panics people: a run of low bills and then one very large catch-up. If that is what happened, your consumption may not have changed at all. Compare the closing reading on the bill against what the meter says today and the arithmetic will tell you.
Confirm the meter is yours. Where meters sit in a bank — terraces, shophouses, some low-rise units — check that the serial number on the bill matches the meter that actually serves your property. It is rare for this to be wrong and it is very cheap to verify.
If your own meter test comes back completely clean over an overnight period, every fixture checks out, and the bill still looks impossible, ask your water utility for a re-read or a meter check. Do that after the tests above rather than before, because the first question you will be asked is whether you have checked for a leak — and arriving with an overnight meter reading and a list of isolations already done makes that a much shorter conversation.
