Moving a washing machine means moving three services, not one: a water inlet tap, a drain the machine can empty into, and its own power point. The tap and the power point are usually straightforward; the drain decides whether the move is easy or not, because it needs a fall to a trap and, if the new spot is a wet floor, waterproofing and a floor trap as well. Short moves within an existing yard or wet area are the simplest. The washer point is usually wherever the developer put it, often in a small yard, a corner of the wet kitchen or on an open balcony. Owners move it when they enclose or rebuild the yard, turn the yard into part of the kitchen, add a dryer and want the two machines stacked, move laundry upstairs, or simply want the machine out of the way of the kitchen.
Whatever the reason, the question to ask first is how far the new spot is from the existing water supply and drain, and whether the new floor is already a wet area with a floor trap. Those two answers decide most of the cost.

A new inlet tap is teed off the nearest cold-water pipe and run to the new position, surface-mounted or chased into the wall and then plastered and tiled over. Most Malaysian washing machines fill with cold water only; the washer guide notes that machines with a hot fill need two taps. The tap must stay reachable: a burst inlet hose in an empty home is an expensive event, and the tap is how you prevent it.

A washing machine pumps its waste water out through a hose, so it can drain into a standpipe on the wall, into a sink waste, or over a floor trap. What it cannot do is drain into nothing. The new position needs a waste pipe that falls to the drains, with a trap to stop smells coming back up.
ClickBina's laundry cabinet guide quotes manufacturers' manuals, not a Malaysian rule, for the drain hose height: at least 60 cm above the floor, and at most 90 cm or 100 cm depending on the maker, with a standpipe internal diameter of at least 38 mm in one European manual. A hose set too low, or pushed too far into the pipe, lets water siphon out while the machine is filling.
If the only nearby drain is a floor trap, the hose can hook over it, but that trap then takes a full drain cycle at once and must be able to cope without flooding the floor.
Moving the machine within an existing yard or wet kitchen is simplest: the floor is already waterproofed and already falls to a trap. Moving it onto a dry floor, such as a room, a dry kitchen or an upstairs corridor, is a different job. A leak or an overflowing drain there has nowhere to go.

A washing machine wants its own socket, positioned so the plug is reachable without moving the machine and the cable is not crushed behind it. In a condo, the yard and its floor trap are usually where the building's drainage allows a washer. Moving the machine elsewhere in the unit may mean a long waste run to reach a drain, and opening or cutting into the slab is not something an owner decides alone. Upstairs in a landed house, the concerns are water and vibration. A leak runs into the ceiling below, so the wet-area detailing matters more, and a machine on a timber or suspended floor can shake the room. The washer guide covers levelling and vibration.
