Lining a concrete water tank is a shutdown job before it is a coating job. How to plan the outage, what the contractor must demonstrate at each hold point, and what the tender has to say.

Two very different jobs get called “waterproofing the water tank”, and confusing them is why tank projects overrun. The first is a reactive repair: the tank is leaking now, somebody wants it stopped, and the work is targeted at the defect. The second is a planned internal lining: the tank is at the end of its serviceable lining life or is being brought up to standard as part of a maintenance programme, and the whole internal surface is prepared and re-lined as a single scope.

A stored-water tank is not an isolated asset; it is the buffer that keeps taps running when the mains falter. Take it out of service and the building is exposed for the duration. So the very first question in a tank lining project is not which coating to use but how the building drinks while the tank is empty, and the answer shapes everything else.
The options that are usually on the table: work compartment by compartment where the tank is divided, keeping one cell in service while the other is lined — the cleanest answer, and the reason a two-compartment tank is worth the money at design stage; run the building directly off the incoming supply where the pressure and the plumbing allow it; bring in temporary storage and pumping for the duration; or accept a scheduled interruption with residents notified well in advance. In a condominium with a rooftop gravity tank and a ground suction tank, sequencing the two so both are never out at once is part of the programme, not an afterthought. Whichever route is chosen, get it written into the scope with the contingency stated — what happens if the mains fail during the shutdown, and who calls it. Before anyone climbs in, the tank has to be genuinely isolated and safely emptied, and both are more involved than they sound. Isolation means the inlet is shut and proved shut, the ball valve or float arrangement is secured so nobody restores flow by habit, the outlet and any transfer pumps are locked off, and the isolation is labelled at the valve so a maintenance technician cannot undo it in good faith.
Draining means deciding where a tank full of water goes. Discharging it into a stormwater drain, down a stair core or across a car-park deck is how a tank job floods a lobby, so the discharge route, the flow rate and the pumping arrangement belong in the method statement. Residual water, silt and sludge in the base then have to be removed and disposed of — there is always more of it than expected in a tank that has been in service for years. Agree who removes it, where it goes and whether that is inside the price. And expect the drained tank to reveal defects nobody could see through the water: honeycombing, exposed reinforcement, a construction joint weeping from the outside, or corrosion at the pipe penetrations. That is exactly why the repair items in the tender should be provisional quantities with rates rather than fixed guesses.
An RC water tank is an enclosed structure with one small access hatch, limited natural ventilation and, during the works, solvent vapour, dust and power tools inside it. That combination is what makes tank lining a specialist trade rather than a painting job, and it is the single biggest filter on who should be quoting.
What a competent contractor will bring to the conversation without being asked: a method statement covering entry, ventilation, lighting, atmospheric monitoring, communication with a person stationed at the hatch, and the arrangements for getting somebody out if they are unwell; trained personnel with records you can see; equipment rated for use in an enclosed space; and a plan for getting materials and equipment in and out through a hatch that is usually far too small. Ask for that method statement with the quotation rather than after award, and ask who the standby person is. A contractor who has not raised confined-space working before you do is not the contractor for this job — and this, rather than the coating itself, is the reason a tank lining costs more per square foot than a comparable coating on an open deck.
No lining is better than the concrete under it, and a tank interior after years of service is rarely ready. Preparation runs in a fixed order and each step has an acceptance condition.
Where hairline cracking is widespread but the structure is sound, a crystalline treatment is sometimes specified alongside or beneath a lining — see crystalline waterproofing. Where a crack is structural rather than a shrinkage crack, that is a structural repair first: epoxy injection crack repair.
A tank lining is in permanent contact with the water the building drinks, so the coating must be certified for potable-water contact. Treat that as a document to be produced, not a claim to be accepted verbally. Ask for the certificate itself before award, and then check four things on it: that it names the exact product and grade being applied, not a family or a related product; that it is current rather than expired; that the certified use matches yours — drinking-water contact, not merely “non-toxic when cured”; and that any conditions on the certificate, such as a minimum cure period or a required film thickness before contact with water, are carried into the method statement and the programme.
Two further asks that cost nothing. Request the product data sheet and the safety data sheet with the quote, and require that the certificate and both sheets appear in the handover pack, so the next committee or the next building manager can see what is inside their tank without an archaeology exercise. And require that no unapproved product — a different primer, a repair mortar, a joint sealant — is used inside the tank without the same documentation, because the lining is only as potable-rated as the least-documented material in there with it.
The application itself is where a specification either bites or is quietly ignored, because once the tank is closed nobody can see what went on. Three things should be specified and recorded.
The number of coats and how they are separated. Systems are specified as a build-up — primer plus a stated number of coats, often in contrasting shades so a missed area is visible — and applying two coats where three were specified is the easiest saving in this trade to make and the hardest to see. Ask for contrasting coats, and ask for photographs between them.
The applied thickness. The system performs at the thickness it was designed for. Ask how thickness will be verified and recorded — wet-film gauge readings during application, dry-film checks afterwards where the system allows, or material usage reconciled against the measured area, which is the simplest honest cross-check: the quantity of product consumed should be consistent with the area covered at the specified thickness. Require that record in the handover pack.
The details, again. Corners, fillets, penetrations, the hatch surround and any repair patch get their own attention and their own photographs. Tank linings do not fail in the middle of a wall.
Conditions inside the tank matter too: ventilation during and after application, and the surface being genuinely dry rather than merely no longer wet, since concrete holds moisture in the pore structure long after the surface looks ready. A contractor willing to coat a tank the morning after it was drained is not managing that risk.
This is where tank projects go wrong, and the pressure is entirely predictable: the building has been without stored water for days, the residents are complaining, the tank looks finished, and somebody asks whether it can just be filled tonight. Filling a lining before it has cured to the condition its certificate and its data sheet require can compromise both its performance and its potable status, and the failure will not be visible until much later — by which time the tank is full and the argument is unwinnable.
Handle it commercially rather than heroically. Take the required cure condition from the product documentation, not from an opinion on site, and have the contractor state it in writing in the programme before work starts. Build the cure into the shutdown duration you announce to residents, so nobody is surprised by it. Make “cure complete, tank cleared for filling” a named hold point with a named person signing it. And if the programme slips, extend the temporary supply arrangement rather than shortening the cure — that trade-off should be pre-agreed, in writing, at tender stage, because it will not be settled calmly at ten o’clock at night.
A lined tank is not a clean tank. Preparation and application leave dust, overspray and debris, and the tank has been open to the air with people and equipment in it. Returning it to service is its own sequence and it belongs in the scope with a price against it: a final clean-out of the tank interior; disinfection of the tank by a method the contractor states in advance and records; a fill, stand and drain-down cycle so the disinfection and any residues are flushed out rather than delivered to the taps; and only then the fill that goes into service.
Ask three questions before award. What disinfection method will be used and how is it recorded? How many fill-and-flush cycles are included, and who pays for the water? And what evidence will be provided that the tank is fit to return to service — at minimum a signed record of the clean, the disinfection and the flush, with photographs. Then reinstate properly: hatch secured and lockable, insect and vermin screens on the overflow and vent restored, level controls and float arrangements reset and proved, and the isolation labels removed only once the tank is formally back in service. A tank returned to service with its hatch left unsecured has undone the entire point of the exercise.
Because almost none of this can be inspected afterwards, the tender should name the stages at which work stops for inspection. Copy this into the scope and put a name against each row.

Ask every bidder to price the same list: the internal surface area by element — base, walls, soffit — measured rather than estimated; isolation, drain-down, sludge removal and disposal; the confined-space method statement and standby arrangements; removal of the existing lining; concrete repair, crack treatment and reinforcement treatment as provisional quantities with rates; cove fillets in linear metres; penetration and hatch details scheduled individually; the lining system named with its coats and specified thickness, and its potable certificate attached; thickness verification method; the cure requirement taken from the product documentation and stated in the programme; clean, disinfection and flush cycles with the water accounted for; reinstatement of screens, hatch and level controls; the handover pack contents; and the phasing or temporary supply arrangement with its contingency.
Then the commercial lines: how a shutdown extension is handled and who bears it, what testing is done and who witnesses it, and what the warranty document covers, what voids it and who honours it. Tank lining is priced per square foot of internal surface plus the fixed costs of the shutdown — isolation, drain-down, sludge removal, confined-space provision, cleaning and flushing — which is why a small tank never costs proportionally less than a large one. What moves the number most, in order: how much concrete repair the drained tank reveals; whether the old lining comes off easily or fights; access — hatch size, the route for men and materials, and how far the tank is from a lift; whether the works can run in normal hours or have to be done overnight to protect supply; the number of compartments and therefore the number of separate shutdowns; and how much temporary storage or pumping the continuity plan needs. Ask for the fixed and the variable parts of the price to be shown separately, so an honest increase in repair quantities does not turn into a renegotiation of the whole job. Keep the handover pack somewhere the next building manager will find it: the system specification, the potable certificate and data sheets, the thickness and application records, the photographs of each hold point, the disinfection and flush record, and the warranty document. A tank whose lining history is documented can be re-lined intelligently; one whose history is unknown has to be stripped back and surveyed from scratch.
Then inspect on triggers rather than on a hunch. Open and look when the water bill or the common-area meter rises with no change in usage; when the transfer or booster pump starts cycling more often than it did; when damp patches or drip stains appear on the ceiling below a rooftop tank or around the base of a ground tank; when the level drops overnight with the outlet shut; after any works that involved drilling, fixing or penetrating the tank structure; and before any major refurbishment, so the tank is scoped with everything else rather than discovered halfway through.
