Replacing the intercom for a whole block is a construction project inside an occupied building, not a shopping decision. Here is how a Klang Valley committee scopes it, tenders it and hands it over without a corridor full of angry residents.

A block-wide intercom replacement is quoted after a site survey — there is no published Malaysian price for a multi-unit system, and any contractor who quotes one before walking the risers is guessing. What the survey settles is the only thing that matters to the budget: whether the existing riser cabling can be reused. Reusable risers turn the job into a panel-and-handset swap that can be phased floor by floor. Dead or undocumented risers turn it into a cabling project with builder’s work, access to every unit, and a schedule measured in months rather than weekends. Scope the survey first, tender second.

Why a block intercom replacement is a project, not a purchase

A committee usually arrives at this decision the same way. Handsets have been failing one at a time for a couple of years, the lobby panel has a column of buttons that no longer light, the original installer has closed, and nobody can source the parts. Someone gets a quotation for "a new intercom system", the number looks enormous, and the item sits on the agenda for another six months.

The reason the number looks enormous is that it is not a product price. Replacing the system in an occupied block means touching every floor and, in most designs, entering every unit. That brings in access scheduling, resident notification, riser access, making good after cable work, temporary arrangements for the days a floor has no working handset, and a commissioning process that has to prove every unit answers its own door. The hardware is often the smaller half of the cost.

Treating it as a project rather than a purchase changes the sequence. You survey, then you decide the route, then you write a tender that all bidders answer identically, then you compare. Committees that skip to "get three quotations" end up comparing three different scopes and choosing the one that quietly excluded the cabling. Is the building’s system genuinely past repair?

Before spending management money, be honest about whether the system is dying or merely neglected. These are the findings that genuinely point to replacement rather than repair:

  • Parts are unobtainable. The lobby panel and the handsets are a matched proprietary family, the manufacturer has discontinued it, and no local agent stocks the door station board. Once a system is unsupported, every further fault is a scavenging exercise.
  • Faults are spread across floors, not clustered. One dead riser affects one stack. Random failures across the whole building point to an ageing common element — the panel, the distributors or the power supply — rather than a local fault.
  • Nobody has the as-built drawings. If no one can say which pair goes to which unit, every future repair is a tracing job charged by the hour.
  • The panel has been repaired repeatedly. Recurring call-outs on the same door station usually mean water ingress or surge damage that keeps recurring, not bad luck. Outdoor panels take the weather at every entrance.
  • The system no longer matches how the building is run. A block that has added a second entrance, a delivery lobby or a guarded visitor process may have outgrown a single-panel design regardless of its condition.

What is not a reason to replace: a handful of dead handsets in the same stack, a panel that is simply filthy, or complaints that started after a lightning season. Those are repairs. The condition survey the committee should insist on first

The survey is the deliverable that makes every later number meaningful. Ask for it as a standalone, paid piece of work if necessary — a surveyor who is not yet bidding for the installation has no reason to shade the findings. It should report:

  • The make, model and family of the existing door stations, distributors and handsets, and whether any of it is still supported.
  • The riser route: where the cable runs, whether the riser cupboards are accessible, and whether the ducts have spare capacity for a pull-through.
  • A continuity and condition check on a sample of risers — not all of them, but enough per stack to be representative — with the sample size stated.
  • The state of the outdoor panel positions: shelter, weather exposure, surge protection, and whether the existing back-boxes can be reused.
  • Power arrangements: where the system is fed from, whether it sits on a protected supply, and whether the existing supply is documented.
  • A unit-by-unit count of what is actually installed, because the drawings and reality rarely agree in a twenty-year-old block.

Almost every block-wide replacement lands on one of four routes. They differ far more in disruption than in hardware:

The fourth route deserves care. Moving door answering onto residents’ phones removes the cabling problem but transfers the system onto the building’s network and onto a supplier’s app and account model. Ask what happens to access if the supplier’s service stops, how residents who do not want an app are served, and who administers joiners and leavers. Those are governance questions, not technical ones, and they belong in the committee minutes.

Riser cabling: what can actually be reused

This single question moves the budget more than any hardware choice. The optimistic answer is that a great many Malaysian blocks do have reusable risers — the cable is in a duct, it is not exposed to weather, and it has spent twenty years carrying a low-voltage signal and nothing else. The realistic answer is that you cannot know until it is tested, and that three things commonly rule it out:

  • Water in the riser. A riser that has taken water — from a roof, a tank overflow or an inter-floor leak — will show up as intermittent faults on the affected stack. Where that has happened, the associated remedial work is a building-fabric job in its own right; see inter-floor leakage →.
  • Undocumented alterations. Twenty years of small works leave joints in ceiling voids, spare pairs borrowed for something else, and units re-paired after a renovation. Every undocumented alteration is a tracing charge.
  • Cable type mismatch. A new system may simply need a cable the old one never had. Some families run on two wires, others expect four, and network-based systems expect data cable. Our intercom guide → explains the families in detail.

Where new cable is required, it is priced the way all cabling is priced — per point. The bands already published on that same guide are RM150 – RM250 per point for surface trunking and RM250 – RM500 per point for concealed work (market estimate 2026, indicative Klang Valley). For a block, multiply by the point count in the survey and treat the result as an order of magnitude, not a quotation.

Phasing the work in an occupied building

Nobody moves out for an intercom. The phasing plan is therefore part of the scope, and it should be written into the tender rather than left to the contractor to improvise:

  • Work stack by stack, not floor by floor, where the riser topology allows it. A stack is a self-contained cable route, so a stack can be finished and tested in a day.
  • Keep at least one working entrance panel at all times. If the block has one entrance only, the changeover of the door station is the single moment that needs a temporary arrangement — usually a guard on the door for the day, agreed in advance.
  • Publish an access schedule with a second pass built in. A realistic plan assumes 15–25% of units will miss their slot and books the catch-up round from the start instead of arguing about it later.
  • Agree what happens to units nobody can reach. Tenanted units with absentee owners and units under renovation are the two chronic categories. The committee, not the contractor, decides the policy.

The price question, answered honestly

We are not going to print a per-unit figure for a block system, because no Malaysian installer publishes one and inventing one would be worse than useless to a committee about to spend management funds. Here is exactly what can and cannot be stood behind:

"Quoted after a survey" is a description of work, not an evasion. The sections above set out precisely what the surveyor is looking at, so a committee can tell a thorough survey from a walk-past.

What the tender and the quotation must itemise

Three quotations are only comparable if all three answer the same document. Put these lines in the tender and require each bidder to price every one of them, writing "excluded" where they do not:

Approval, funding and the paper trail

The technical decision is the easy half. The part that stalls projects is the governance:

  • Minute the comparison, not just the award. A table showing what each bidder included and excluded is the document that protects the committee later.
  • Keep the survey, the tender, the test records and the as-built riser diagram together. The next committee inherits the building, and an undocumented system is how the block ended up here in the first place.
  • Tell residents what changes before it changes. Most complaints on these projects are about surprise, not about the work.

Commissioning, resident handover and the first maintenance year

Commissioning is where a good project separates itself. Require a unit-by-unit test in which someone at the entrance calls each unit and someone in the unit answers, releases the door if the system does that, and signs. A sample test is not a commissioning record for a system whose entire purpose is per-unit.

Then handle the human side. Handsets change; so does the way a resident releases a door. A single-page instruction in the languages your residents actually use, left in the unit at the time of installation, prevents most of the first month’s calls. A short session for the guards matters more than it sounds — they field every visitor problem the system creates.

Finally, put the system into a maintenance cycle rather than waiting for the next failure. Entrance panels need cleaning, seals need checking, and the test record needs refreshing so the building always knows what works. How much does it cost to replace the intercom for a whole condo block?
There is no published Malaysian rate for a block-wide system, and it is quoted after a site survey. What drives it is the unit count, the number of entrances, and above all whether the existing riser cabling can be reused. Can we reuse the existing riser cable?
Often yes, and it is the biggest single saving available. Cable that runs in a dry duct and has only ever carried a low-voltage signal frequently tests sound after twenty years. It is ruled out by water ingress in the riser, undocumented alterations from past works, or a new system that needs a cable type the building never had. A sample continuity and condition test during the survey is what settles it.
Do we have to enter every unit?
For any route that replaces handsets, yes. That is why the access plan belongs in the tender rather than being left to the contractor. Assume a meaningful share of units will miss the first slot and book the catch-up round in advance. Is the intercom common property or the owner’s responsibility?
The entrance panels, the risers and the distribution equipment are normally common property, while the handset inside a unit is the part that gets argued about. What should we insist on at handover?
A unit-by-unit signed test record, an as-built riser diagram, a written warranty that separates parts, labour and response time, a statement of what spares the building can buy in year three, and training for whoever will administer the system afterwards.
