What “one door” actually includes

Office door access is quoted per door, and the phrase hides more than it reveals. A working door is six things, not one: something that reads a credential, something that holds the door shut, something that lets a person out from the inside, a power supply with a battery behind it, the cable that joins all of that together, and the setup and enrolment that turns a pile of hardware into a system somebody can actually administer on a Monday morning.

That is why two quotes for “fingerprint access, one door” can differ by a factor of two and both be honest. One of them included a proper power supply with a backup battery and a cable run in conduit to the nearest circuit; the other assumed a plug-top adaptor into a socket someone already had. The rest of this page is about seeing which one you are holding.

Read the bottom row carefully, because it is the honest one. Nobody in this market publishes a price for wiring a reader into an existing gate or barrier controller, so we do not print one either. It is survey work: what the controller is, whether it has a spare input, and how far the two sit apart decide it.

The parts inside that number — and why shelf prices do not add up

It is worth knowing what the components cost on a shelf, because it tells you where a suspiciously cheap quote has been trimmed. It does not tell you what a door costs installed, and the table below has no total row on purpose.

Do not add these up. The first two are shelf prices for hardware and the third is a labour rate; adding a retail price to a labour rate and calling the result an installed cost is the arithmetic that produces a number no contractor will honour. The installed answer is the band in the table above it, which already contains all of this plus the reader, the exit button, the cable, the making good and the setup.

What the component prices are genuinely good for is spotting an omission. A quote with no line for a power supply and backup battery is a quote where the door opens or jams the next time the building loses power, depending on which lock was fitted — which is the subject of the next section.

Fail-safe and fail-secure: what the two actually do

This is the single most consequential choice on the page and it is decided by the lock, not the reader. The two terms describe what the lock does when it loses power, and they are opposites.

Two practical notes. First, the backup battery in the power supply changes the timeline, not the behaviour: a fail-safe lock stays locked while the battery lasts and releases when it does not. Second, the exit device on the inside is a separate decision from the lock. A push-to-exit button is an electrical device and shares the lock’s fate in a power cut; a mechanical handle or push bar does not.

Doors on an escape route: settle this before you order hardware

Here is where we are going to be straight with you rather than helpful-sounding. Which of those two behaviours a particular door must have, and what has to release it in an emergency, is a fire-safety design decision for your building. It is not a decision an access-control installer gets to make on the strength of a WhatsApp photograph, and we are not going to tell you on a web page what your door requires — we have no verified source that would let us say it, and a wrong answer here is the kind that matters.

So treat it as a document to obtain rather than a fact to look up. Before hardware is ordered:

Get those answers before the order, not after the lock is on the door. Changing a fail-secure strike for a fail-safe magnet later is a second visit, a second set of holes and sometimes a second door leaf.

The mains side: who is allowed to connect the power supply

Every access-controlled door needs 240 V power for its supply unit, and that connection is regulated electrical work in Malaysia. This is the part of a security job that is not a security question at all.

Verified wording, quoted exactly: In Malaysia, work on an electrical installation is ‘electrical work’, which section 2 of the Electricity Supply Act 1990 defines as any work performed or carried out on an electrical installation, including installing, constructing, erecting or repairing it, altering its structure, replacing any of its parts, adding any part to it, or carrying out any work on it for the purposes of its maintenance. Two separate requirements then apply. First, at company level: under regulation 75(1) of the Electricity Regulations 1994, no person shall perform or carry out any electrical work unless he holds a valid Certificate of Registration as an Electrical Contractor issued under those Regulations — that is a registration held by the business, and regulation 76 makes it a condition of registration that the contractor employs, on a full-time basis, the number of Wiremen prescribed for its class. Second, at individual level: under regulation 12, any electrical wiring in an installation which receives a single-phase supply from a licensee or supply authority must be under the immediate supervision of a Wireman with Single Phase Restriction or Three Phase Restriction, who certifies a Supervision and Completion Certificate on completion; where the installation operates at low voltage and receives a three-phase supply, the supervising Wireman must hold a Three Phase Restriction. Under regulation 13 the completed work must then be tested by a Wireman authorised to test an installation, who certifies a Test Certificate.
Where that lands on a security job: For a security system this is the mains side of the job: running a new circuit or spur to feed a recorder’s power supply or a door-access and electromagnetic-lock power supply unit, adding a socket outlet for the NVR, or doing anything inside the distribution board. That work belongs to an electrical contractor registered with the Energy Commission (Suruhanjaya Tenaga) and to its wireman — not to a general handyman and not to an installer with no Energy Commission credentials at all.

On our own installations the mains connection is done by an Energy Commission-registered electrical contractor. When you compare quotes, that is a fair thing to ask any bidder to put in writing — not as a formality, but because a spur to a door supply unit that was made up by whoever happened to be on site is a defect that hides inside a ceiling for years. If your premises is being rewired or the board is being changed anyway, read what rewiring costs and involves first and sequence the two jobs together.

What the Regulations attach to a contravention of the Regulations: Regulation 122 provides that, unless otherwise made an offence under the Act, a person who contravenes or fails to comply with any provision of the Regulations is guilty of an offence and liable on conviction to a fine not exceeding RM5,000 or to imprisonment for a term not exceeding one year, or both.
And what the Act attaches separately, to who may be in charge of an installation: Section 23 of the Act separately provides that no installation or electrical plant equipment, other than one owned or managed by a supply authority, shall be worked or operated except by or under the control of persons possessing the prescribed qualifications and certificates, and that no person without them shall be in charge of any installation or control the operation of any electrical plant or equipment; contravention carries a fine not exceeding RM10,000 and, if the contravention is continued, a further fine not exceeding RM1,000 for every day or part of a day after conviction.

Those are two different provisions doing two different jobs, and they should not be read as one combined figure. The first is the penalty under the Regulations; the second sits in the Act and is about who may work, operate or be in charge of an installation.

Extra low voltage and low voltage are two different defined terms

You will hear installers describe camera and reader cabling as “low voltage work”. In Malaysian law that phrase means something specific, and it is not what the trade habit implies.

Verified wording, quoted exactly: Malaysian electricity law treats ‘extra low voltage’ and ‘low voltage’ as two different defined terms, and the difference matters on a security-system job. Under regulation 2 of the Electricity Regulations 1994, ‘extra low voltage’ means a voltage normally not exceeding 50 volts alternating current or 120 volts direct current, whether between conductors or between conductor and earth. ‘Low voltage’ means a voltage normally exceeding extra low voltage but not exceeding 1,000 volts alternating current or 1,500 volts direct current between conductors, or 600 volts alternating current or 900 volts direct current between conductor and earth.
And what the bands do not mean: Note straight away what this does NOT mean: the fact that camera and Power-over-Ethernet wiring sits in the extra low voltage band does not by itself put it outside the Energy Commission’s requirements, and nothing here should be read as saying it does. The voltage bands are definitions, not exemptions. On a typical installation the bands work out like this: the camera side sits in the extra low voltage band — a camera running on 12 V DC, or a Power-over-Ethernet camera fed at a nominal 48 V DC over its data cable — while the 240 V AC supply that feeds the recorder’s power adaptor, the door-access power supply unit or the electromagnetic lock’s PSU is low voltage. Note that ‘low voltage’ in Malaysian law is the ordinary 240 V mains, not the 12 V side; the American trade habit of calling CCTV cabling ‘low voltage work’ means something different and does not describe the Malaysian legal position.

We are deliberately stopping there, and the reason is worth stating plainly: we have no source that settles what those bands imply for the competency rules on the reader side of the job, so this page does not tell you that the low-voltage wiring is exempt from anything and does not tell you that it is not. What we can tell you, because it is in the wording above, is what the mains side requires. Ask any bidder for the credentials that cover that part, and judge the rest of the quote on the work itself.

If an installer quotes you a “PW” code

Sooner or later a bidder will tell you their technician holds a PW ticket, as though the letters settle the matter. They are worth understanding, because for an office they very often do not.

Verified wording, quoted exactly: The Energy Commission’s wireman competency certificates are commonly referred to by the codes PW1 to PW4, but those codes are the Commission’s own labels for certificates issued under regulation 50 of the Electricity Regulations 1994. The Regulations themselves use the terms ‘Wireman with Single Phase Restriction’ and ‘Wireman with Three Phase Restriction’, together with a separate endorsement authorising the holder to test an installation. On the Energy Commission’s own listing, PW1 is a single-phase wireman without testing endorsement; PW2 is a single-phase wireman with testing endorsement; PW3 is a three-phase wireman, for which the candidate must already hold a PW1 or PW2 for at least a year; and PW4 is a three-phase wireman with testing endorsement.
The point most quotes get wrong: A PW2 is therefore a SINGLE-PHASE certificate. It is not a general licence covering all electrical work, and it is not the grade that covers a three-phase installation of the kind found in most offices, shops and factories — that needs a wireman with a Three Phase Restriction.

The practical consequence for an office: find out whether your premises takes a single-phase or a three-phase supply before you accept anybody’s credential at face value, then ask for the certificate that actually matches it — and for the firm’s registration as well as the individual’s certificate, because the wording in the section above shows they are two different requirements.

Linking a reader to an existing autogate or barrier

Plenty of offices already have a gate, a boom barrier or a roller shutter with its own controller, and want the same card to open both. Technically this is usually a small job: the reader provides a switched output, and the gate controller has an input that expects exactly that kind of trigger.

Commercially it is unpredictable, which is why the table above prices it as survey work. What the surveyor is looking for is specific: what make and generation the gate controller is, whether it has a free input and what it expects to see on it, whether the existing installation left any spare cores in the ground between the gate and the door, how far apart they are, and whether anything has to cross a driveway that would have to be cut and reinstated. Two of those answers can change the job from an afternoon to a week.

More than one door: controllers, networking and what changes

The per-door bands above describe a door that stands on its own. The moment you want two or more doors administered together — one staff list, one report, one place to disable a leaver’s credential — the shape of the job changes, and so does the shape of the quote.

  • The controller moves off the door. Multi-door systems typically put a controller in a cabinet and run cables out to each reader and lock, rather than putting the intelligence at every door.
  • Cable lengths stop being trivial. A cabinet in a server room and a door at the far end of a floor plate is a long run through a ceiling, and the cost of the job starts to be dominated by the route rather than the hardware.
  • Somebody has to own the software. Whether the system is administered on a PC in the office, on a small server or through a supplier’s portal changes who can add a staff member at 8am on a Monday.
  • Power gets planned rather than found. One supply per door works until it does not; a shared supply with correctly sized cabling and a battery is a design decision.

None of that makes multi-door work exotic. It does mean a per-door figure from a single-door price list is the wrong tool for pricing it, and that a site survey stops being a nicety.

Credentials, logs and the questions nobody asks until later

Almost every complaint we hear about an installed access system is about administration rather than hardware. These are the questions to ask before you sign, not after the first person leaves the company.

  • Who can add and remove a user, and from what device? Is there more than one administrator, so a single person going on leave does not lock the office out of its own system?
  • What happens when a card is lost — can it be disabled immediately, and is there a spare stock of blank credentials?
  • Where do the entry logs live, how far back do they go, and who can export them?
  • If the system uses a supplier’s cloud portal, what happens to your door if the subscription lapses or the supplier ceases trading?
  • Is there a documented way to get in when the reader itself fails — and who holds that key or code?
  • If the system stores fingerprints or face templates, what does the supplier say about how they are stored and who can reach them? That is a duty under the data-protection rules, not a nice-to-have — see PDPA, CCTV and biometric compliance for an office.

What a proper door access quote must itemise

  • Each door by name or number, with the lock type and behaviour named for that door — not “access control, 3 doors”.
  • The reader model and what credentials it accepts.
  • The exit device on the inside of each door, and any mechanical override.
  • The power supply, whether a backup battery is included, and its capacity.
  • The cable route for each door, and whether it is surface, in trunking or concealed — and who makes good afterwards.
  • Who is making the 240 V connection to each door supply, and under whose registration.
  • Any interface to a fire alarm, gate controller or lift, described as a scope item rather than assumed.
  • Setup, enrolment and handover training — and how many users are enrolled as part of the price.
  • What is excluded: door leaf or frame modification, patching and painting, network points, and the software licence if there is one.
  • The warranty on hardware and on labour, stated separately, with what voids it.

A quote that carries those lines can be compared with another quote. One line and one number cannot be compared with anything, and it is the format that hides every omission described on this page.

What goes wrong, and what maintenance costs

Access hardware fails in a small number of predictable ways: the backup battery ages and stops holding, a magnet loses grip because the armature plate has worked loose, an exit button sticks, a reader stops enrolling worn fingerprints in a dusty environment, or a door closer drifts out of adjustment until the lock never sees a properly closed door. None of those are dramatic; all of them present as “the door does not lock properly any more”.

The single most useful maintenance habit costs nothing: once a quarter, walk each door, check that it latches or magnetises when released from a normal push, press the exit button, and confirm the door closer still pulls the leaf fully home. Usually yes in principle — the reader gives a switched output and most gate controllers have an input that expects one. We do not publish a price for it, because nobody in this market can price it sight unseen: it depends on the make and generation of the gate controller, whether it has a free input, whether there are spare cores already in the ground, the distance between gate and door, and whether a driveway has to be cut and reinstated. Our office wants fingerprint entry. Is there a compliance angle?
Fingerprint and face-recognition door access now sits in the Personal Data Protection Act’s most tightly controlled category. The Personal Data Protection (Amendment) Act 2024 inserted a definition of ‘biometric data’, meaning ‘any personal data resulting from technical processing relating to the physical, physiological or behavioural characteristics of a person’, and added biometric data to the definition of ‘sensitive personal data’ in section 4 of the Act. Both changes took effect on 1 April 2025. What should a door access quote itemise?
Each door by name, with its lock type and behaviour; the reader and the credentials it accepts; the exit device and any mechanical override; the power supply and whether a backup battery is included; the cable route and who makes good; who is making the 240 V connection and under whose registration; any fire-alarm, gate or lift interface; setup, enrolment and handover; what is excluded; and the warranty on hardware and labour stated separately. A single line with a single number hides every omission on this page.
