You can renovate an office without closing it if the works are split into zones, the noisy and dusty jobs are moved to evenings and weekends, and staff are moved out of each zone before it starts. Plan the phases around the building's rules on work hours and lifts, seal each work zone with a dust screen, and keep the server room, power and internet running throughout. Moving everyone out for a renovation costs money twice: rent for temporary space, and lost work while people pack, move and settle. For a refresh, new partitions, a new meeting room, a pantry or new flooring, most firms would rather stay put. It can be done, but it changes how the job is planned, how long it takes and what it costs.
A full strip-out, a new ceiling across the whole floor, or work on the main power and cooling is different. Those jobs touch every desk at once, and a short closure or a temporary move is often cheaper and safer than trying to work around people. Decide this first, before the design is finished.

Most jobs mix these. A common plan is to build a new meeting room in a spare corner first, move a team into it, renovate their area zone by zone, and leave the floor finishes and painting for weekends.

In most managed office buildings the management office sets the rules before you do. Typical rules cover when noisy work such as drilling and hacking may happen, when the service lift can be booked for materials and rubbish, where contractors park and load, and what deposit and permit to work are needed. Many only allow noisy works after office hours or at weekends.
Ask the management for the fit-out rules in writing at the start and build the programme around them. After-hours work costs more per day and takes longer overall, so price it in from the start rather than discovering it on site. Dust is what staff notice first. Each work zone is closed off with floor-to-ceiling dust screens and a zipped or lapped door, the floor around it is protected, and the cooling vents serving that zone are covered so dust is not blown through the office. Cutting is done outside the office or with dust extraction where possible, and the zone is cleaned at the end of every shift, not just at the end of the job.
For noise, group the loud jobs together: hacking, drilling into concrete, cutting boards and tile work go into the after-hours slots. Nothing stops an office faster than losing the network. Before any wall comes down, the IT team or vendor should mark every data point, cable route and the server or comms cabinet on the plan. Cables that run through a work zone are protected or re-routed first. Any switch-over of power or data is booked for an evening or weekend and done by the electrician and IT vendor with someone from the office present.
Keep the server room cooled and closed to dust throughout. Ask the electrician which circuits feed which zone, so isolating one zone does not cut power to the rest of the floor.
Staff and visitors must never walk through a live work zone. Keep the fire exits and the routes to them clear and signed at all times; if a phase blocks a usual route, agree the temporary route with the building management first. Sprinklers, smoke detectors and fire alarms in a work zone are handled by the building's fire contractor, not covered over and forgotten.
Workers working after hours need controlled access. Agree who holds keys and access cards, who checks the floor at the end of each night, and how confidential files and laptops are locked away in the zone being worked on.
A renovation goes better when people know what to expect. Send a simple plan to staff: which zone is closed when, where each team sits, which meeting rooms are out of use, and who to tell if something goes wrong. Update it every week.
