A pet shop with grooming is a retail shop with a small wet room inside it. Plan the grooming area first: raised wash tubs on their own drain with a hair trap, hot water, a drying zone with strong exhaust, and floors and lower walls that take water, claws and disinfectant every day. The retail front can be a standard shop fit-out. Think of the shop as a one-way route. Customers and clean products stay at the front; dirty animals, water and hair stay at the back; the two meet only at the reception counter.

Keep the wash area next to the drying area so wet animals are not carried across the shop. Put the holding cages where staff can see them from the grooming tables. A half door or gate at the entrance to the workroom stops a loose dog reaching the front door.
The wash area is where most of the money and most of the problems sit. Raised tubs save the groomer's back, and each one needs hot and cold water, a hand shower and a drain. Pet hair is the enemy of drains: it binds with shampoo and soap into a mat that blocks pipes quickly. Every tub should drain through a hair trap that staff can empty daily, and the floor trap needs a removable basket too.

Ask early whether the water heater for the tubs is a storage or an instant type, because it decides the power supply the electrician must plan.
The wash corner itself is renovation work: waterproofing the floor and the walls behind the tubs, a proper fall to the trap, and tiles or another washable finish to a good height. That is the part most often skimped and most often redone after a leak into the unit below.
A grooming floor is wet most of the day, cleaned with disinfectant every night, and scratched by claws. It has to be slip-resistant when wet, because staff carry animals across it. Two finishes do this well:
Avoid vinyl plank and laminate in the workroom; they look fine on day one but water gets into the joints. On the walls, tile the wash area to a good height and use a washable, scrubbable finish elsewhere in the workroom. In the retail front you can use whatever floor suits the brand, as long as it mops easily.
Wet dogs, shampoo and dryers make the workroom humid and smelly, and fine hair floats everywhere. The aircon contractor and the ventilation designer need to know this at the start, because a normal shop aircon will struggle. The usual answers are an exhaust fan in the wash and drying area that pulls air out of the back, a supply of fresh air, and aircon filters that are easy to reach for frequent cleaning.
Keep the workroom slightly lower in pressure than the shop, so smells move towards the exhaust and not into the retail front. Closed cabinets instead of open shelves in the grooming area keep hair off clean towels and tools.
Barking and dryers are loud, and shoplots share party walls. If the unit is next to a sensitive neighbour, build the workroom walls as an insulated partition, seal gaps around doors and pipes, and keep noisy dryers away from the shared wall. The retail side is a normal shop fit-out. Plan heavy food bags at low level near the door and the counter, light accessories at eye level, and a stockroom with shelving that keeps sacks off the floor and away from pests.
