Facade inspection is the part most buildings skip, and it is the part that turns an unbounded worry into a costed programme. The deliverable is not a verbal opinion from someone who abseiled past: it is a defect map, elevation by elevation, with a photographic register, a risk triage and a recommended scope — so the committee can see what must be done now, what is monitored, and what is budgeted for later. The defects that matter most are the ones that can fall: delaminated external wall tiles, spalling concrete on fins and ledges, loose render, and corroded balustrade fixings. Why a facade needs a scheduled inspection

A facade is the one part of a building that nobody can see properly. Residents see the two metres outside their own window. The committee sees the elevation from the car park, foreshortened, at the wrong angle, in the wrong light. Management sees the complaints. Nobody sees the fifteenth floor return above the entrance until something arrives on the pavement.

That is the entire argument for a scheduled inspection. It converts an unbounded worry into a document: what is there, where it is, how bad it is, and what it will cost to deal with. Committees that inspect on a cycle spend money on planned repairs at planned times. Committees that do not, spend it on emergencies, usually after an incident, usually at the worst possible moment in the financial year, and often with an insurer asking questions about what was known and when. The defect set an inspection looks for

A facade inspection is not a general look at the building. It is a search for a known list of defects, each recorded by location, extent and severity. These are the ones that drive scope and cost on Klang Valley towers.

What a condition survey must deliver

This is the heart of the job, and the thing most cheaply done badly. A survey that produces three paragraphs and an invoice has told you nothing you can budget against. Specify the deliverable before you appoint anyone.

A usable facade condition survey contains: a defect map per elevation, with each defect located on a drawing or a marked-up elevation photograph rather than described in prose; a photographic register keyed to those locations, so a future committee can see what was found and compare it with what it finds next time; a record of close inspection where close inspection happened — including hammer-tap or drummy survey of tiled and rendered areas, which is the only way hollow areas are found at all; and a risk triage that sorts findings into act now, monitor, and plan.

Two more things make it actionable. A quantified schedule — approximate areas and counts per elevation — so the repair can be tendered without every bidder re-surveying the building. And a clear statement of what was not inspected and why: the elevation that could not be reached, the area obscured by plant, the floors nobody got to. A survey that quietly implies full coverage it did not achieve is worse than one that admits the gap, because the committee will believe it. Delaminated external tiles and drop risk

On tiled towers — and there are a great many of them in the Klang Valley — this is the defect that turns a maintenance issue into a safety one. Tiles debond gradually from the substrate behind them through a combination of thermal cycling, water getting behind the finish, substrate movement and original workmanship. The tile stays exactly where it is, looking perfect, until it does not.

Because a debonded tile is invisible from the ground and usually invisible from a rope too, the only reliable detection is close survey: sounding areas by tapping and listening for the hollow note. That is slow, it is done at height, and it is precisely the part a cheap inspection skips — which is why a quotation should state how much of the facade will be sounded, not just inspected visually. Where the hollow extent is large, a wider investigation is warranted, and that is a decision for a qualified consultant rather than for the committee.

Repair options run from local replacement of individual tiles, through removal and re-tiling of a defined field, to removal of the tile finish and replacement with a rendered and coated system where the extent no longer justifies re-tiling. Which is right is an engineering and cost judgement made on the survey data, and it varies between elevations on the same building. Two things are not judgement calls: while a known hollow area is awaiting repair, the area beneath it is managed — hoarding, exclusion or a covered walkway — and the decision, with its date, goes in the minutes.

Spalling concrete and cracked render

Spalling is reinforcement rusting inside the concrete. Rust occupies more volume than the steel it came from, so it forces the cover off — first as a crack that follows the line of a bar, then as rust staining, then as a piece of concrete on the ground. On a facade it concentrates where cover was thinnest and water lingers longest: fins, ledges, slab edges, copings, balcony noses and the underside of projecting features.

The repair principle is the same everywhere and worth understanding as a client, because it is where cheap work fails. Loose and contaminated concrete is removed back to sound material, the exposed reinforcement is cleaned and treated, and the profile is rebuilt with a repair mortar chosen to be compatible with the parent concrete — then, usually, the area is protected so the cause does not simply resume. Patching over rust without removing it produces a repair that looks finished and fails from the inside, often within a couple of years. Render and plaster behave differently but present the same risk. Large drummy fields let go in sheets rather than as fragments. The survey should quantify the drummy extent per elevation, because the decision between patch repair and full removal and re-render is an extent decision. Beware the coat-over temptation: painting a facade with failing render buries the defect, satisfies the AGM, and guarantees a bigger bill. Balustrades, railings, fixings and anchors

Everything bolted to a facade is a potential falling object, and metalwork corrodes quietly behind its paint. Balcony balustrades, common-corridor railings, window grilles, signage brackets, aircon condenser brackets, light fittings, aerials and rope access anchor points all belong on the inspection list.

The critical item is usually the fixing rather than the member. A balustrade post can look sound while the bolt beneath it, cast into a concrete upstand thirty years ago, has lost section to corrosion. The survey should record the condition of fixings and base plates specifically, and should flag anywhere water is sitting around a fixing. Where a balustrade’s structural adequacy is in question, that is an engineer’s call, not a contractor’s opinion and certainly not this page’s.

Aircon condenser brackets deserve a separate look, because they multiply over a building’s life without anyone tracking them, they are often installed by whoever was cheapest, and they carry real weight in a high wind. What to require of the access contractor

Work on a facade is work at height, carried out by trained specialists. Nothing on this page tells you how any of it is done, and nobody should attempt it on the strength of a website. What a building owner or committee controls is the evidence they require before work starts — and requiring it is the single most effective safety action available to a non-specialist client. Turning the survey into a repair scope

The survey is not the project. The project is what you decide to do about it, and the translation step is where committees either get a defensible programme or a sprawling variation account.

Start from the triage. Act now is anything that could fall, plus anything where delay measurably worsens the cost — those are done first, and where a known hazard waits for a contractor, the ground below is managed in the meantime. Monitor is recorded with a review date and a named person, not left to memory. Plan is what goes into the budget cycle, and it should be phased by elevation, because doing one full elevation properly usually beats doing a thin pass over all four.

Phasing has a practical logic on a facade: access is a large part of the cost, so work that shares an access setup should be bundled even when it belongs to different trades. If the ropes are going down the east elevation, that is the moment to also replace the perished sealant, re-fix the loose bracket and inspect the condenser mounts — not three separate mobilisations. Mistakes that turn a repair into a liability

  • Buying an opinion instead of a survey. If the deliverable is not a defect map, a photographic register and a triage, you cannot budget from it and you cannot tender from it.
  • Visual-only inspection on a tiled tower. Debonded tiles look perfect. If nothing was sounded, the main drop risk was not looked for. Ask what proportion of the facade was sounded.
  • Painting over failing render or unrepaired spalling. It satisfies an AGM and guarantees a larger bill, because the cause keeps working underneath.
  • Patching spalled concrete without treating the reinforcement. The repair looks finished and fails from the inside.
  • Accepting a generic method statement and rescue plan. A document with your building’s name pasted in is evidence that nobody looked at your building.
  • Leaving the ground unmanaged. Most third-party exposure on a facade job is at street level. Exclusion zone, entrance protection and a person controlling it — every day.
  • Not bundling work into one access setup. Access is a large part of the cost. Three mobilisations for three trades on the same elevation is money thrown away.
  • No as-repaired record. Without before-and-after photographs keyed to locations, the next committee starts from zero and your insurer has nothing to look at.
