Two painting quotes, far apart? Often one includes the paint and one does not. Here is how to compare them and when buying your own paint pays off.

Labour-only means you buy the paint and the painter charges for the work; supply-and-apply (all-in) means the painter buys the paint and quotes one price for both. Labour-only can save the painter's margin on materials if you buy the right products in the right quantity, but it moves the risk of wrong products, short quantities and colour mismatches onto you. Painters in Malaysia quote in one of two ways. A supply-and-apply quote (also called all-in, or “upah dan cat”) covers the paint, sealer, filler and sundries plus the labour to apply them. A labour-only quote (“upah sahaja”) covers the painter's time, tools and usually basic consumables such as tape and dust sheets, while you buy the paint and sealer yourself and have it on site before work starts.
Both are common. ClickBina's painting cost guide lists “labour-only or all-in” as one of the things a fair quote must spell out, because two quotes that look far apart are often simply priced on different models. Before comparing numbers, make sure every quote you hold is on the same basis.
An all-in price is built from the wall and ceiling area, the number of coats, the prep needed and the paint grade, with the paint cost and the painter's margin on it folded in. That is why the same room can be quoted at very different rates: a same-colour repaint on sound walls is at the bottom of the range, while full skim-coat prep, a colour change and premium paint push it to the top.
A labour-only price strips the paint out, so it reflects the time on site: protection and masking, crack filling and sanding, cutting in, the number of coats and the drying time between them. Many painters still work from a day rate or a per-room figure for labour, so ask how they arrived at the number. A labour-only quote only works if the materials list is complete. Ask the painter to write down exactly what you need to buy, and check it covers every layer of the system, not just the topcoat:

ClickBina's paint types guide notes that one litre of standard emulsion covers roughly 90–130 sq ft per coat, depending on surface porosity and application method. To estimate, measure the wall area (length times height of each wall, minus large windows and doors), multiply by the number of coats, divide by the coverage figure on the tin and round up. Do the ceiling separately, because it takes a different paint.
Porous, patched or new plaster drinks more paint than a sound, previously painted wall, so aim for the lower end of the coverage range on rough or thirsty surfaces. Buy all of one colour from the same batch, and keep a little extra for touch-ups later. If the painter is experienced, let them check your quantity before you buy; they know how their own crew uses paint.

The saving disappears quickly if something goes wrong. The common failures are buying too little paint so the crew stands idle while you fetch more, buying from two batches so one wall looks different, forgetting the sealer so the topcoat goes straight onto new or chalky plaster, and buying an interior emulsion for an exterior or wet area. On bigger jobs, the time you spend shopping and the trips to the site are a real cost too.
Labour-only is also harder to compare. A painter who knows you are supplying the paint has little reason to economise on it, and one who is paid by the job may thin it or skip a coat. Whatever the model, write down the number of coats and the products in the quote.
With an all-in job, peeling, patchiness or blistering is a single conversation: the painter chose the products and applied them. With labour-only, a failure can turn into an argument over whether the paint or the workmanship is at fault, especially if the sealer was skipped or the wrong product was bought.
Some failures are neither. Painting over a damp wall, efflorescence or active mould will blister any paint, and the fix is to find the water first. Agree before work starts what the painter will do if they find damp, and read our paint bubbling and peeling guide before you blame the product.
