A refrigerator is a heat pump with a fan and a timer bolted on. Cold is made in one place — the evaporator, usually behind a panel in the freezer — and then distributed to the fridge compartment by a fan. Almost every confusing symptom makes sense once you know that. A freezer that still works while the fridge is warm, for instance, is not a “no cooling” fault at all: cold is being made, but it is not getting through.
Before calling anyone, note three things: what is cold and what is not (fridge only, freezer only, neither), what you can hear (a running hum, clicking every few minutes, or complete silence), and what changed recently (a power cut, a house move, a door left ajar, a very full load). Those three answers narrow the fault more than any amount of guessing.

Work through it in this order:
A technician confirms the rest with instruments — temperatures at the evaporator, whether the compressor is drawing current, whether the defrost heater is live during its cycle. That is the part you are paying for on the first visit: knowing which of the above it actually is.
Modern frost-free fridges run a heater against the evaporator on a cycle to melt off the frost that naturally forms, and drain the meltwater away. When any part of that cycle fails, ice builds instead of clearing — it slowly blocks the airway to the fridge compartment, so the fridge goes warm while the freezer, sitting right next to the iced-up coil, stays cold. It is one fault with two symptoms, and it is very commonly misread as two separate problems.
The usual suspects are the defrost heater, the defrost thermostat that tells it when to stop, and the timer or control board that decides when it runs. Manually defrosting the unit — switching it off with the doors open overnight — will restore cooling for a few days, which is a useful diagnostic: if it comes back cold and then re-ices within a week or two, the defrost circuit is the fault and no amount of repeat defrosting will fix it.
On a manual-defrost or direct-cool fridge, heavy frost is normal and simply means it is due a defrost. A door left ajar, a perished gasket or very humid conditions during a wet spell will all accelerate it.
Water in the bottom of the fridge, under the salad drawers, or on the kitchen floor is nearly always the defrost drain. The meltwater from each defrost cycle is supposed to run down a small channel at the back of the freezer compartment, through a tube, into a tray on top of the compressor where the heat evaporates it. Food debris and slime block that channel, and the water backs up into the fridge instead.
Clearing the drain is quick work. Less commonly it is a cracked drip tray, a split water line on a plumbed ice-and-water model, or condensation from a door that no longer seals.
One thing worth checking before you assume the fridge is at fault: water on the kitchen floor near a fridge is also a classic presentation of a leak from something else entirely — a supply line to a nearby appliance, a failed floor trap seal, or a leak from the unit above in a stacked block. Fridges are not silent, but the noises they make are diagnostic:
Tripping the breaker or RCD is different, and you should stop using the fridge. A trip means current is finding a path to earth — most often through a failed defrost heater, a compressor winding that has broken down, or damp wiring. Do not keep resetting the breaker to get another day out of it. The compressor, condenser, capillary and evaporator form one sealed pressurised circuit. Everything else on a fridge — fans, heaters, boards, thermostats, gaskets, drains — can be replaced without opening that circuit. Once it is opened, the job changes character completely.

The drivers that move a real fridge quote: which subsystem failed (a drain clear and a sealed-system repair are not in the same universe), whether the part is stocked or has to be ordered for your brand and model, whether the unit is built-in (a fridge integrated into cabinetry has to be drawn out and re-fitted, which is carpentry time on top of appliance time), access, and whether a second visit is needed. Get the fixed price confirmed after diagnosis and before work starts, and get the part warranty in writing.
There is no universal rule, but there is a usable test. Ask three questions in order:
