Formaldehyde Grades for Malaysian Cabinets

Which standard each grade actually belongs to, what the numbers mean, and how to check a board claim before you pay a deposit.

What a formaldehyde grade actually measures

Every wood-based panel in a Malaysian kitchen — particleboard, MDF, plywood and the faced boards made from them — is held together by adhesive, and the adhesives the industry uses are formaldehyde-based resins. A formaldehyde grade therefore says nothing about the timber. It is a cap on how much formaldehyde the finished panel releases into air, measured by one named laboratory method and written as one number with one unit.

Three things always travel together, and prising them apart is exactly how buyers get misled: the limit, the unit and the test method. The same board tested three ways produces three different numbers, none of which converts into the others. A grade quoted with no standard number behind it is not a specification — it is a word on a brochure.

The second thing worth knowing before any of the detail: a grade belongs to a batch of board with a test report behind it. It does not belong to a brand, a showroom, or the kitchen someone builds out of that board later. That distinction is what the rest of this guide is built on, and it is the one that decides whether the claim on your quotation is checkable.

Three grading systems that do not map onto each other

Almost all of the confusion in Malaysian cabinet marketing comes from one mistake: treating E1, E0 and ENF as though they were international tiers that every country recognises. They are not. They belong to one Chinese standard. China, Japan and the United States each run a separate scheme, with different grade names, different units, and different laboratory methods behind them.

Read the last two columns before the third. Milligrams per cubic metre of chamber air, milligrams per litre of absorption water, and parts per million are not the same quantity measured in different currencies — they are the outputs of three unrelated experiments. There is no arithmetic that turns an ENF board into a CARB rating or an F-four-star board into an E0 one. If you want a claim against a particular scheme, the board has to have been tested to that scheme.

China: GB/T 39600-2021 and the ENF grade

The standard that gives us E1, E0 and ENF is GB/T 39600-2021, “Formaldehyde emission grading for wood-based panel and finishing products”. It was published in March 2021, took effect on 1 October 2021, and is still current. It was proposed by China’s National Forestry and Grassland Administration and is administered by the national wood-based panels technical committee, SAC/TC 198. Table 1 of that standard is the whole of the grading scheme:

Two details on that table are worth more than the numbers. First, ENF is a marking, not an acronym: the standard writes the grades with subscripts — E₁, E₀ and E with a subscript NF — so “ENF” is a flattened rendering of one member of the same E-series, not a separate term coined somewhere else. The standard defines no terms of its own at all: its terms-and-definitions clause defers entirely to GB/T 18259-2018, and it never expands “NF”. Every friendly gloss you will see quoted for those two letters is a seller’s wording, not the standard’s.

Second, the “GB/T” prefix marks it as a recommended — that is, voluntary — national standard. It does not set China’s mandatory limit; it refines and supplements the mandatory standard, GB 18580. That has a very practical consequence for a Malaysian buyer: an “ENF board” claim is a claim against a voluntary grading scheme, so the test report is not supporting evidence, it is the entire evidence. Ask for it.

The limits are also useless without the method. GB/T 39600 measures emission to clause 4.60 of GB/T 17657, and reports the result to 0.001 mg/m³ — the same clause range that China’s current mandatory standard names as the 1 m³ climate-chamber method. One caveat for anyone checking paperwork closely: GB/T 39600-2021 makes a dated reference to the 2013 edition of GB/T 17657, and that edition has since been withdrawn and replaced by the 2022 one — so cite the clause the way the standard does, rather than implying the current edition applies to it.

GB 18580-2025: what changed on 1 June 2026

This is the part most cabinet content in Malaysia has not caught up with. GB 18580-2025 — note the missing “/T”, which makes it mandatory rather than voluntary — is the limit standard for formaldehyde emission from wood-based panels and their products for interior use. It was published on 30 May 2025, took effect on 1 June 2026, and replaced GB 18580-2017. That revision is recent enough that most cabinet articles predate it, which is why so many of them still tell you E1 is China’s mandatory floor.

The second row is the one that matters to a cabinet buyer, because of how the standard defines a “product”. It expressly covers faced panels, moulded wood products, wall panels, flooring, doors, mouldings, stairs and furniture components — so a cabinet door or carcass part is a product, and the number it must meet is the E0 one, not the E1 one. In other words, E0 stopped being a voluntary upgrade in that market and became the floor for finished components. The test behind it is the 1 m³ climate chamber to GB/T 17657-2022: nothing is sampled for the first 48 hours, then twice every 24 hours at least three hours apart, the test stops at 168 hours if the chamber has not reached steady state, and the published figure is the mean of the last four readings.

Be careful what you conclude from this. GB 18580-2025 binds products placed on the Chinese market. It is not a Malaysian building rule and it does not, by itself, govern a renovation in Kuala Lumpur. What it changes for you is the supply side: if the board or the ready-made components in your quotation come out of a Chinese factory, that is the limit their home market now imposes on them, and it is a perfectly reasonable thing to ask a supplier to evidence. Ask where the board was made, then ask for the report.

Japan: JIS A 5908 and the F-star marks

Japan runs a star scheme rather than an E-series, and it is worth understanding because F-four-star (written F☆☆☆☆) is the mark you are most likely to see on Japanese-brand board and on some imported furniture. F-four-star is the strictest grade, and under Japan’s Building Standards Act it is the one that carries no restriction on how much of it may be used inside a room — F-two-star and F-three-star materials are area-restricted. That is a genuinely different idea from a marketing tier: the grade decides how much of the material a building is allowed to contain.

The number is where most write-ups go wrong. F-four-star is an average of 0.3 mg/L and a maximum of 0.4 mg/L — both figures, not just the first. Quoting “0.3 mg/L” on its own is an incomplete statement of the grade. Both numbers exist because of the method: the desiccator method of JIS A 1460 runs for 24 hours at 20 °C, absorbs the released formaldehyde into distilled water and determines it photometrically, and the result is reported as the mean and the maximum across three boards.

One scoping point that is almost universally muddled: JIS A 5908 is the particleboard standard. The F-star scheme is applied product by product across separate documents — plywood under the Japanese Agricultural Standard administered by MAFF, fibreboard under JIS A 5905 — so JIS A 5908 is not “the” standard that defines F-four-star in general. If a plywood door is sold to you as “JIS A 5908 F-four-star”, the grade may well be real but the document cited is the wrong one, and that is a reasonable thing to query.

United States: EPA TSCA Title VI and CARB Phase 2

The American scheme is the one most often misquoted in Malaysian cabinet marketing, usually by attaching ENF to it. EPA’s composite-wood rule under TSCA Title VI defines exactly two special resin categories: NAF (no-added formaldehyde-based resin) and ULEF (ultra low-emitting formaldehyde resin). There is no ENF grade in EPA TSCA Title VI or in CARB — the federal definitions list contains no such category. ENF is a Chinese GB/T 39600 grade with no US equivalent. The American limits are also not grades at all: they are per-product ceilings in parts per million.

California’s CARB Phase 2 final limits are numerically identical to the federal ones — 0.05, 0.09, 0.11 and 0.13 ppm. Veneer-core and composite-core hardwood plywood differ only in when the limit came into force, not in the final number, which is why “CARB P2 compliant” and “TSCA Title VI compliant” describe the same numbers. The limits are tied to ASTM E1333-14, the large-chamber method; the small-chamber ASTM D6007-14 may be used only where equivalence has been demonstrated. So a US claim is a per-product ppm claim under a named chamber test — a completely different sentence from “this board is ENF”.

Why Super E0 is a marketing term, not a standard

“Super E0” sells well because it sounds like the next rung above E0. It is not a rung, because there is no ladder it belongs to. The grade lists of the four documents above are exhaustive and it appears in none of them: GB/T 39600-2021 Table 1 lists exactly E1, E0 and ENF; GB 18580-2025 Table 1 lists exactly E1 for panels and E0 for products; the US federal definitions list only NAF and ULEF; and the Japanese scheme runs F-two-star, F-three-star and F-four-star.

That does not automatically make a “Super E0” board a bad board — it may genuinely test low. It makes the claim uncheckable, which is a different problem and, for a buyer, a worse one. When you meet the phrase, ask four questions: which standard, which edition, which grade marking in that standard, and where is the test report. If the seller can answer, the board has a real grade and there was never any need for the prefix. If the seller cannot, you have learned something useful for the price of one question.

Reading a board label without being misled

Once you know the three schemes are separate, the tells are easy to spot. Watch for:

  • Systems mixed in one phrase. “ENF, CARB P2 certified” combines a Chinese voluntary grade with an American per-product limit as though one implied the other. They are separate tests; a board can hold both, but it needs two reports.
  • A grade with no standard number. “E0 board” on its own does not say whether that is the voluntary GB/T 39600 grade or the mandatory product limit in GB 18580-2025 — the number is the same, the legal weight is not.
  • A grade with no edition year. Editions change, and this is not hypothetical: China’s mandatory standard was revised in 2025 and the new edition only came into force in June 2026.
  • The wrong document for the product. JIS A 5908 quoted on plywood, for example.
  • A unit that does not belong. A figure in mg/m³ presented as ppm, or an F-star limit in mg/L compared directly with an E-grade limit, tells you the person quoting it has not read the source.
  • A grade claimed for the kitchen rather than the board. The report covers a production batch of panel. It does not cover the edge banding, the adhesive used in the workshop, or the finished cabinet.

A claim that stands up looks like this: standard number and edition, the grade marking used in that standard, the test method and clause, the date, the laboratory, and exactly what was tested. It fits on one line of a quotation.

Off-gassing in Malaysian heat and humidity

Here is the honest limit of every number on this page: they are all laboratory figures, produced under conditions that are written into the method. The Japanese desiccator test runs for 24 hours at 20 °C. The Chinese chamber test does not sample at all for the first 48 hours, then samples twice a day, ends at 168 hours if steady state has not arrived, and publishes the mean of the last four readings. The American limits are tied to a large-chamber method, ASTM E1333-14. Each of those is a controlled, specified, week-long experiment on a defined sample.

A Malaysian kitchen is none of those things. It holds a different quantity of board in a different volume of air, at a different temperature, ventilated in a way no method specifies. That does not make the grades useless — quite the opposite. It makes them exactly what they were designed to be: a fair way to compare one board against another, because both were put through the same experiment. It just means they are not a prediction of the air in your house, and no scheme above publishes a correction that would turn them into one.

What you actually control is the specification and the amount. The grade travels with the board, so it has to be chosen at quotation stage, not discovered on delivery day; and a house full of built-ins contains a great deal more panel than a single wardrobe. If lowering board content matters to you, that is an argument for solid timber components, for fewer and better-planned built-ins, and for ventilating a new fit-out well while the smell of a new kitchen is still obvious. It is also a reason to get the boring things right: a properly banded edge is what keeps the core sealed and dry, and that is covered in cabinet edge banding.

How to verify a grade before you pay the deposit

The verification has to happen before money changes hands, because after the deposit the board is ordered and the conversation is over. Four steps, in order:

  • Get the claim in writing on the quotation, with the standard number and edition, not just the grade letter.
  • Ask for the mill’s test report for the board being supplied. Check it names the standard and edition, the grade marking, the test method and clause, the date, the issuing laboratory, and what was tested.
  • Check the report covers the right thing. A raw-panel report and a finished-product report are different documents, and under the current mandatory Chinese standard they answer to different limits.
  • Check the date and the batch. A grade is a property of a production run. A two-year-old report for a different decor is not evidence about the board arriving at your house.

None of this is unreasonable to ask, and a supplier who works with certified board will have the paperwork on hand. If the answer is a shrug or a brochure, you have not been refused a document — you have been told there isn’t one. What to write into your cabinet quotation

Six lines turn a vague board promise into something you can hold a contractor to:

  • The carcass board type and thickness — particleboard, MDF, MR plywood — run by run. Cabinet material compares the boards themselves, and plywood kitchen cabinets covers the glue-line grades.
  • The emission grade claimed, and the standard number and edition it is claimed against.
  • Whether that claim covers the raw panel or the finished component.
  • Who supplies the test report, and by when — before the deposit, in practice.
  • The edge banding material and adhesive, which is a separate specification from the board.
  • The door finish, which is a third specification again — see melamine vs laminate.

Common mistakes to avoid

  • Treating ENF as an American or international grade. It is a grade in one Chinese voluntary standard, and the American scheme has no equivalent to it.
  • Converting between the systems. mg/m³, mg/L and ppm come out of three different experiments. There is no exchange rate.
  • Quoting F-four-star as “0.3 mg/L”. The grade is an average of 0.3 and a maximum of 0.4.
  • Accepting “Super E0” as a tier. Ask which standard defines it. The four schemes above do not.
  • Paying the deposit first and asking for the report afterwards. The order matters more than the question.
  • Assuming a mandatory Chinese product limit governs a Malaysian site. It governs what a Chinese factory may sell at home — useful leverage when you are asking about imported board, but not a local building rule.
  • Specifying a board grade and then ignoring the edge. The board is one line of the specification; the banding, the adhesive and the finish are three more, and they are the ones that decide whether the cabinet survives a wet kitchen.

Common Questions

Is ENF better than E0 board?
Within the Chinese standard that defines them, yes. GB/T 39600-2021 sets ENF at no more than 0.025 milligrams per cubic metre, E0 at no more than 0.050 and E1 at no more than 0.124, so ENF is the strictest of the three. Two caveats: that standard is a voluntary grading standard rather than a mandatory limit, and the grade belongs to a batch of board with a test report behind it. Ask for the report rather than the letters.
Is ENF a CARB or EPA grade?
No. EPA TSCA Title VI and CARB Phase 2 have no ENF grade at all. The two special resin categories the US rule defines are NAF (no-added formaldehyde-based resin) and ULEF (ultra low-emitting formaldehyde resin), and the American limits are per-product ceilings in parts per million: 0.05 for hardwood plywood, 0.09 for particleboard, 0.11 for MDF and 0.13 for thin MDF. ENF is Chinese and has no US equivalent.
What does the NF in ENF stand for?
The standard does not say. GB/T 39600-2021 defines no terms of its own at all, deferring its terms and definitions to GB/T 18259-2018, and it writes the grade as E with a subscript NF purely as a limit marking in its Table 1. Every expansion of those two letters that you will see quoted online is a seller's gloss, not the standard's wording.
Is Super E0 a real formaldehyde grade?
Not in any of the four documents that matter. GB/T 39600-2021 lists exactly E1, E0 and ENF; the current mandatory Chinese standard GB 18580-2025 lists E1 for raw panels and E0 for finished products; the US federal rule defines only NAF and ULEF; and the Japanese scheme runs F-two-star, F-three-star and F-four-star. Treat Super E0 as marketing and ask which standard, which edition, which marking and where the test report is.
What is F-four-star board?
It is the strictest grade of Japan's F-star scheme, and under Japan's Building Standards Act it is the only one with no restriction on how much of it a room may contain. The limit is an average of 0.3 milligrams per litre AND a maximum of 0.4, measured by the desiccator method of JIS A 1460 over 24 hours at 20 degrees Celsius. Note the scope: JIS A 5908 is the particleboard standard, while plywood sits under the Japanese Agricultural Standard and fibreboard under JIS A 5905.
Does China's GB 18580-2025 apply to my Malaysian renovation?
Not directly. It is a mandatory Chinese standard that took effect on 1 June 2026 and binds products placed on the Chinese market, not building work in Malaysia. It is still worth knowing, because it made E0 (no more than 0.050 milligrams per cubic metre) the mandatory floor for finished wood-based panel products there, and the definition of a product expressly includes furniture components, doors, flooring and mouldings. If your board or ready-made doors come from a Chinese factory, that is the limit their home market imposes and you can ask them to evidence it.
What does E1 board mean on a Malaysian cabinet quotation?
It is the least strict of the three grades in the Chinese standard GB/T 39600-2021: no more than 0.124 milligrams per cubic metre, measured in a climate chamber. That same limit and marking were already set by China's earlier mandatory standard, which is why the E1 label is so widespread. If you want a lower-emission board, E0 and ENF are the named steps above it in the same standard, and the thing to ask for in every case is the standard number, the edition and the test report.
Can I convert an E0 rating into a CARB ppm figure?
No. The Chinese grades are in milligrams per cubic metre from a climate-chamber test, the American limits are in parts per million tied to the ASTM E1333-14 large chamber, and Japan's F-star limits are in milligrams per litre from a desiccator test. Three different experiments produce three numbers that do not convert into one another. If you need a claim against a specific scheme, the board has to have been tested to that scheme.
