Start with the water. A pantry sink needs a cold water supply, a waste pipe with a fall to the drain and sometimes hot water, so the pantry usually goes where those points already are or can reach easily. Then decide what the pantry is for: a coffee corner for a small team, or a lunch room that seats many people at once.
